Researching the youth in a contemporary world require one to accept the complexity that is dealing with the diversities and specifities that exist in every territory. In this dissertation, that was presented in the Geography’s Post-Graduation Program of Universidade Estadual do Oeste do Paraná, campus of Francisco Beltrão, in the research line Education and Geography Teaching, we tried to give emphasis to formulation, creation and participation spaces of youth in the public policies, on the spaces that are occupied by Youth Council, mainly in Paraná and in the South-west mesoregion of this state, as enhancing events of the political, cultural and social constructions to the youth. The participation counsils acquired representative breadth from the 2000’s on. Thus, this investigation consisted of analyzing the implementation, the structuring, the assignments and the organization of Conselho Estadual de Juventude do Paraná (Cejuv-PR), in the way which materializes itself in the county counsils, in the South-west mesoregion of the state. Thereby, thinking the performance of the youth counselors requires sensibility to comprehend the geographical space from the concept of territorial citizenship. This research is of a qualitative nature, going through participant research as its methodology. It entered the intricacies of an enhanced bibliographical and documentary research, from a dialogue with authors such as Spósito (2003) (2007), Carrano (2007), Abramo (2007 and 2005), Castro and Abramovay (2003, 2009), Novaes (2007), Unesco (2004), Krauskopf (2003), Groppo (2017), Dayrell and Carrano (2014), Claudino (2014) and Santos (2007) acting in an intense fieldwork, with on-site visits and with the realization of 14 interviews with state counselors of youth of Paraná. We tried to contextualize the performance of the participative youth counsils, contemplating several geographic scales: national, state and municipal youth counsils from south-west of Paraná; we highlight the performance of Cejuv-PR on its 2022-2023 management, approaching the activities and structure, until reaching the local scale. The first considerations are centered on the structural difficulty of Cejuv-PR, still regulated via decree, not by a law; lack of personal structure, financial and lack of priority from the state government in the approval of legislation and creation of a state fund; of the 42 counties of the South-west mesoregion, 8 present legislation that approves the creation of municipal counsil of Youth. However, none of them are active. We highlight the realization of the 4° National Conference of Youth, in 2023, as a way of recapture the construction of the Public Policies of Yotuh.
