Land Police and Family Farming in Minas Gerais in the XXI centure: the criation of SEDA

Resumo: In this article, the background is the land dilemma in Minas Gerais province, throughout the investigation of the initiatives taking by the provincial government between 2015 and 2022 related to the agrarian field. Our central aim was mapping the effects promoted by the creation of SEDA-MG (Agrarian Development State Department)  to achieve the Land Reform, with special look to the diversity of meanings that this expression assume for the different actors who participate and dispute resources in this ground. The study was made by bibliographycal and documental research, accessing primary and second hand font, and we also did interviews with SEDA employees. At the end, we argue, based on the data exposed here, that the increase of participation of activists,  Landless People Movement militants and family farmers in Pimentel Government collaborated to enlarge  the repertories of state action. However, the radicalization of disputes inside the State wasn’t enough to break the pattern of land reform hold by rural elite, which has a capitalist neoliberal stamp.

Nuestro objetivo central fue mapear los impactos promovidos por la SEDA (Secretaría de Estado de Desarrollo Agrario) de Minas Gerais en la realización de la reforma agraria, considerando la diversidad de los sentidos que esa expresión asume para los distintos actores que disputan espacio en el escenario agrario brasileño. El trabajo se desarrolló desde la investigación documental y bibliográfica de fuentes primarias u secundarias y, además, desde la investigación cualitativa por medio de la realización de encuestas con funcionarios de la SEDA. Al final, buscaremos dejar en evidencia, con base en el estudio aquí descrito, que el aumento de la participación de activistas y militantes que representan a los sin tierra y a los agricultores familiares en el gobierno Pimentel colaboró para expandir el repertorio de acciones del gobernador; no obstante, la radicalización de las disputas en el seno del Estado no fue suficiente para romper con el modelo de la reforma agraria defendida por el patronato rural, de carácter capitalista y neoliberal.Neste artigo, o pano de fundo repousa sobre a questão da terra no estado de Minas Gerais, a partir do estudo das iniciativas levadas a cabo pelo governo mineiro, entre 2015 e 2022, direcionadas para o rural. Nosso objetivo central foi mapear os impactos promovidos pela SEDA de Minas Gerais na realização da reforma agrária, atentando-se para a diversidade de sentidos que essa expressão assume para os diferentes atores que disputam recursos no cenário agrário brasileiro. O trabalho foi desenvolvido a partir de pesquisa documental e bibliográfica em fontes primárias e secundárias e, também, de pesquisa qualitativa por meio da realização de entrevistas com os funcionários da SEDA. Ao fim, procuramos evidenciar, baseadas no estudo aqui descrito, que o aumento da participação de ativistas e militantes representantes do Movimento dos Trabalhadores Rurais Sem Terra e dos agricultores familiares no governo Pimentel colaborou para expandir o repertório de ações do Estado.
