Conceptions about external evaluation present in the narratives of teachers and students: a look at the Aprender Valor Program

Resumo: External and large-scale evaluations are consolidated in the current Brazilian context with great influence from globalization and the neoliberal perspective. In this sense, in 2020, a new assessment program began, known as Learning Value (AV), an initiative of the Central Bank of Brazil (BCB), which seeks to stimulate the development of skills and abilities in Financial Education (EF) and Consumer Education (EC) in Brazilian public school students. Thus, this research aims to analyze the conceptions of students and teachers of Elementary School in a school in Rio Grande do Sul, about the AV program. The methodological course traced, starts from a qualitative research, with a descriptive and exploratory bias, carried out from a questionnaire for teachers and students who participated in the AV program. The data produced were categorized, based on Bardin's Content Analysis. The results show different conceptions about the same evaluation process, and the categories that represent the students' conceptions are: I) Objective of the evaluation; II) Superficiality of contents and III) Preparation for evaluation. While the teachers' conceptions about the program were categorized into: I) Relevance of the Value of Learning; II) Teacher training and III) Approach to knowledge about Financial and Consumer Education. However, it was observed that students do not understand the role of these assessments and that teachers live with an overload of projects/programs without being able to appropriate the real intentions of these proposals.

En esa línea, en 2020 se lanzó un nuevo programa de evaluación, conocido como Learning Value (AV), una iniciativa del Banco Central de Brasil (BCB), que busca estimular el desarrollo de competencias y habilidades en Educación Financiera (EF) y Educación del Consumidor (EC) en estudiantes de escuelas públicas brasileñas. Así, esta investigación tiene como objetivo analizar las concepciones de alumnos y profesores de la Enseñanza Fundamental de una escuela de Rio Grande do Sul, sobre el programa AV. El recorrido metodológico trazado, parte de una investigación cualitativa, con sesgo descriptivo y exploratorio, realizada a partir de un cuestionario para docentes y alumnos que participaron del programa AV. Los datos producidos fueron categorizados, con base en el Análisis de Contenido de Bardin. Los resultados muestran diferentes concepciones sobre un mismo proceso de evaluación, y las categorías que representan las concepciones de los estudiantes son: I) Objetivo de la evaluación; II) Superficialidad de los contenidos y III) Preparación para la evaluación. Mientras que las concepciones de los docentes sobre el programa fueron categorizadas en: I) Relevancia del Valor del Aprendizaje; II) Formación del profesorado y III) Aproximación al conocimiento en Educación Financiera y del Consumidor. Sin embargo, se observó que los estudiantes no comprenden el papel de estas evaluaciones y que los docentes viven con una sobrecarga de proyectos/programas sin poder apropiarse de las intenciones reales de estas propuestas.As avaliações externas e em larga escala, consolidam-se no atual contexto brasileiro com grande influência da globalização e da perspectiva neoliberal. Nesse viés, que no ano de 2020, teve início um novo programa de avaliação, conhecido como Aprender Valor (AV), uma iniciativa do Banco Central do Brasil (BCB), que busca estimular o desenvolvimento de competências e habilidades da Educação Financeira (EF) e Educação para o Consumo (EC) em alunos das escolas públicas brasileiras. Assim, esta pesquisa tem como objetivo analisar as concepções de estudantes e professores do Ensino Fundamental de uma escola do Rio Grande do Sul, sobre o programa AV. O percurso metodológico traçado, parte de uma pesquisa qualitativa, com viés descritivo e exploratório, realizada a partir de um questionário para professores e estudantes que participaram do programa AV. Os dados produzidos foram categorizados, com base na Análise de Conteúdo de Bardin. Os resultados evidenciam concepções distintas sobre o mesmo processo avaliativo, sendo que as categorias representativas das concepções dos estudantes, são:  I) Finalidade da avaliação; II) Superficialidade dos conteúdos e III) Preparação para a avaliação. Enquanto que as concepções dos professores sobre o programa, foram categorizadas, como:  I) Relevância do Aprender Valor; II) Formação para os docentes e III) Abordagem de conhecimentos sobre Educação Financeira e para o Consumo.
