Socioespacial aspects of social interest area: a case study in the city of São Miguel, Rio Grande do Norte, Brazil

Summary: The accelerated growth of Brazilian cities in the twentieth century did not have the same rhythm of planning and territorial planning, which triggered problems of urban order, such as land irregularity. This informality affects social, urban, social and legal damages, especially when it comes to areas occupied by the population with lower resources, since these usually have more fragile configurations. The objective of this article is to analyze the social and spatial characteristics of the Tôta Barbosa Urban Social Interest Center submitted to land regularization in 2018, in order to discuss the particularities of areas classified in this category. This research is qualitative, is characterized as exploratory descriptive and uses the case study, adopting as methodological procedures the monitoring of activities and access to the database produced by the Program Access to Urbanized Land between 2015 and 2018, the realization interviews with residents of Tôta Barbosa and the execution of on-site visits. It was verified that the urban nucleus Tôta Barbosa presents a linearity in the formation of blocks and the standardization of the dimensions of the streets; has urban public facilities; occupation is predominantly for housing purposes; the basic infrastructure includes fragilities of drainage of rainwater, supply of drinking water, sewage and roads; in the case of income, this area presents greater vulnerability of income than the municipal indexes and the irregular areas at national level. These aspects suggest the adoption of a priority of directing programs of housing improvements and social assistance.

Esta informalidad afecta los daños sociales, urbanísticos, sociales y legales, especialmente cuando se trata de áreas ocupadas por la población con menos recursos, ya que generalmente tienen configuraciones más frágiles. El objetivo de este trabajo es analizar las características socioespaciales del núcleo urbano de interés social que Tôta Barbosa presentó a la regularización de tierras en 2018, para discutir las particularidades de las áreas clasificadas en esta categoría. Esta investigación es cualitativa, se caracteriza por ser descriptiva exploratoria y utiliza el estudio de caso, adoptando como procedimientos metodológicos el monitoreo de actividades y el acceso a la base de datos producida por el Programa Acceso a tierras urbanizadas entre 2015 y 2018, la realización entrevistas con residentes de Tôta Barbosa y la ejecución de visitas in situ. Se encontró que el núcleo urbano Tôta Barbosa presenta una linealidad en la formación de bloques y la estandarización de las dimensiones de las calles; tiene instalaciones públicas urbanas; la ocupación es predominantemente para fines de vivienda; la infraestructura básica incluye debilidades en la escorrentía de aguas pluviales, suministro de agua potable, alcantarillado sanitario y rutas de circulación; en términos de ingresos, esta área tiene mayor vulnerabilidad de ingresos que los índices municipales y las áreas irregulares a nivel nacional. Estos aspectos sugieren la adopción de prioridad para dirigir la mejora de la vivienda y los programas de asistencia social.O crescimento acelerado das cidades brasileiras no século XX não teve o mesmo ritmo de planejamento e ordenamento territorial, o que desencadeou problemas de ordem urbana, tais como a irregularidade fundiária. Esta informalidade incide prejuízos de ordem social, urbanística, social e jurídica, especialmente quando se trata de áreas ocupadas pela população com menores recursos, uma vez que estas geralmente possuem configurações mais fragilizadas. O objetivo deste artigo é analisar as características socioespaciais do núcleo Urbano de Interesse Social Tôta Barbosa submetido à regularização fundiária no ano de 2018, de modo a discutir as particularidades de áreas classificadas nesta categoria. Esta pesquisa tem caráter qualitativo, caracteriza-se como descritiva exploratória e utiliza do estudo de caso, adotando como procedimentos metodológicos o acompanhamento das atividades e acesso ao banco de dados produzido pelo Programa Acesso à Terra Urbanizada entre os anos de 2015 e 2018, a realização entrevistas com moradores do Tôta Barbosa e a execução de visitas in loco. Constatou-se que o núcleo urbano Tôta Barbosa apresenta uma linearidade na formação de quadras e a padronização das dimensões das ruas; possui equipamentos públicos urbanos;, a ocupação é predominantemente para fins habitacionais; a infraestrutura básica contempla fragilidades de escoamento das águas pluviais, abastecimento de água potável, esgotamento sanitário e vias de circulação; em se tratando de renda, esta área apresenta maior vulnerabilidade de rendimento do que os índices municipais e as áreas irregulares a nível nacional.
