A percepção dos servidores da Universidade Federal de Alfenas - UNIFAL- MG sobre o programa de avaliação de desempenho

Resumo: | The Brazilian Federal Universities, organs of the Indirect Public Administration of the Executive Power of the Union, are subject to the principles and rules that govern the Federal Public Administration. Since the publication of Law 11,091 / 2005, the performance evaluation has become mandatory in all Federal Institutions of Higher Education - IFES. The said Law provides for the structuring of the career plan for the Technical-Administrative Positions in Education - PCCTAE, in which progression by professional merit is performed based on the result of the Performance Evaluation. According to the legislation, the objectives of this performance evaluation are to promote the improvement of the quality of public services, to subsidize the personnel management policy of the institutions, mainly in terms of training, server development in the position and career, remuneration and movement of people. The present study proposes to analyze the perception of the servers of the Federal University of Alfenas - UNIFAL-MG on the performance evaluation program in the organizational context. The data were obtained through questionnaires, with non-probabilistic sampling for convenience, which consisted of 371 questionnaires applied to the technicaladministrative servers and professors, occupying senior positions, who participated in the performance evaluation process in the year 2016. The Quantitative data analysis was performed using descriptive statistics. The quantitative results obtained revealed that the servers that participated in the survey are superficially familiar with the objectives of the Performance Evaluation. Most of them have already participated more than once in the process and consider both performance evaluation and self-assessment to be important. The survey also revealed that most of the servers that participated in the survey did not receive training to perform the performance evaluation or feedback from the evaluation. Most servers perceive performance evaluation at UNIFAL-MG as a mere tool used to comply with the law and grant progress on merit. |

A partir da publicação da Lei nº 11.091/2005, a avaliação de desempenho passou a ser obrigatória em todas as Instituições Federais de Ensino Superior - IFES. A referida Lei dispõe sobre a estruturação do Plano de Carreira dos Cargos Técnico-administrativos em Educação - PCCTAE, na qual a progressão por mérito profissional é realizada tendo por base o resultado da Avaliação de Desempenho. De acordo com a legislação, os objetivos dessa avaliação de desempenho consistem em promover a melhoria da qualidade dos serviços públicos, subsidiar a política de gestão de pessoas das instituições, principalmente quanto à capacitação, desenvolvimento do servidor no cargo e carreira, remuneração e movimentação de pessoas. O presente estudo se propõe a analisar a percepção dos servidores da Universidade Federal de Alfenas - UNIFAL-MG sobre o programa de avaliação de desempenho no contexto organizacional. Os dados foram obtidos através de questionários, com amostragem não probabilística por conveniência, que consistiram em 371 questionários aplicados junto aos servidores técnico-administrativos e docentes, ocupantes de cargos de chefia, que participaram do processo de avaliação de desempenho no ano de 2016. A análise dos dados quantitativos foi realizada por meio de estatística descritiva. Os resultados quantitativos obtidos revelaram que os servidores que participaram da pesquisa conhecem superficialmente os objetivos da Avaliação de Desempenho, sendo que a maioria já participou mais de uma vez do processo e que consideram importante tanto a avaliação de desempenho quanto a autoavaliação. A pesquisa revelou, ainda, que a maior parte dos servidores que participou da pesquisa não recebeu treinamento para a realização da avaliação de desempenho e nem feedback da avaliação.
