Environmental racism and health: a study of the Santa Maria neighborhood in Aracaju (SE)

Summary: The text exposes data from a research on the Santa Maria neighborhood, located in Aracaju/Sergipe, aiming to characterize expressions of “environmental racism” in the configuration of health as part of the so-called “right to the city”. The result shows that environmental racism was expressed in the decision of the government regarding the place of operation of the open-air garbage dump in the city of Aracaju. Moreover, it is also expressed in the negligence of the government regarding the environmental sanitation measures necessary for that area of housing that lived for 27 years with this garbage dump. In the final considerations, we show consequences of this environmental racism using data from the Covid-19 pandemic, indicating that the indistinct planning of actions to combat it by the municipality of Aracaju seems to have, intentionally or not, disregarded the socio-environmental and racial inequalities historically present in the different areas of housing in the city.

El resultado muestra que el racismo ambiental se expresó en la decisión del gobierno sobre el lugar de operación del basurero al aire libre en la ciudad de Aracaju. Además, también se expresa en la negligencia del gobierno con respecto a las medidas de saneamiento ambiental necesarias para esa zona de vivienda que vivió durante 27 años con este basurero. En las consideraciones finales, mostramos las consecuencias de este racismo ambiental utilizando datos de la pandemia del Covid-19, indicando que la planificación indistinta de acciones para combatirlo por parte del municipio de Aracaju parece haber ignorado, intencionalmente o no, las desigualdades socioambientales y raciales históricamente presentes en las diferentes localidades de vivienda en la ciudad.O texto expõe dados de uma pesquisa sobre o bairro Santa Maria, localizado em Aracaju, Sergipe, objetivando caracterizar expressões do “racismo ambiental” na configuração da saúde como parte do chamado “direito à cidade”. O resultado demonstra que o racismo ambiental se expressou na decisão do poder público quanto ao local de funcionamento do depósito de lixo a céu aberto na cidade de Aracaju. Ademais, expressa-se também na negligência do poder público quanto às medidas de saneamento ambiental necessárias àquela área de moradia, que conviveu por 27 anos com o depósito de lixo.
