Vulnerabilidade estrutural e resiliência urbana: estudo de caso na Comunidade do Jacó, Natal/RN

The risk of disasters has increased in cities due to lack of planning, occupation of environmentally fragile areas, lack of adequate infrastructure, ignorance of threats, climate change and structural vulnerability of buildings. In this scenario, the concept of urban resilience gains importance. Identifying buildings with unsafe construction standards, which can lead to the collapse of structures, is essential to ensure risk mitigation. The objective of this work is to identify and analyze the physical factors that produce structural vulnerability in buildings and how this vulnerability influences the urban resilient capacity, making a case study in Comunidade do Jacó, Natal/RN, an area characterized by being a densely populated, composed of residential buildings in a precarious situation and with a history of landslides and settlements. To identify these factors, reports from the Civil Defense in the Municipality of Natal made in that community were analyzed. Results revealed that 98 properties were interdicted in the analyzed period and none were released. It was found that the risk of landslides is the main factor that generates structural vulnerability faced by buildings, being present in 63.3% of the interdicted buildings. It was also possible to survey the monthly amount of bans carried out in the period and their connection with the occurrence of adverse events. Knowing such data makes it possible to determine risk management strategies, which are essential for improving the resilient capacity of cities.
