Defesa: Curitiba, 28/09/2015Inclui referências : f. 129-142Resumo: O Ensino Médio a partir da Emenda Constitucional nº 59/2009 que tornou obrigatória a educação de crianças e jovens de quatro a dezessete anos de idade, passou a ser etapa obrigatória com a ampliação da escolarização da educação básica. No entanto, a bibliografia especializada informava sobre a desigualdade educacional entre negros e brancos crescente progressivamente nas etapas de ensino mais elevadas. Foi realizado levantamento bibliográfico da produção acadêmica dos anos 2009 a 2013 sobre as relações raciais no Ensino Médio no Brasil. A síntese dos resultados apresenta dados sobre formas de discriminação presentes em várias unidades escolares, mas tem alcance limitado para a análise de índices de acesso e conclusão. Em função dessa lacuna nas pesquisas disponíveis foi construído o objetivo desta pesquisa: analisar o índice de ingresso e conclusão de estudantes negros e brancos no Ensino Médio da rede pública na Região Metropolitana de Curitiba (RMC) nos anos de 2003, 2008 e 2013, e a transição do Ensino Médio para o Ensino Superior. Para a coleta de dados referentes ao ingresso e conclusão de estudantes negros e brancos no Ensino Médio na RMC foram utilizadas variáveis educacionais, desagregadas por cor ou raça, do banco de dados da Pesquisa Nacional de Amostra por Domicílios (PNAD) dos anos 2003, 2008 e 2013. Em relação à transição do Ensino Médio para o Ensino Superior, investigamos, além da PNAD, variáveis do banco de dados do questionário do Exame Nacional do Ensino Médio - Enem de 2013, que se relacionavam à situação de conclusão no Ensino Médio e os motivos de participação no exame, desagregadas por cor ou raça. Para o tratamento dos microdados da PNAD e do Enem utilizamos o software SPSS - Statistical Package for the Social Sciences. Os resultados observados a partir das PNADs analisadas indicam o crescimento da taxa líquida de escolaridade no Ensino Médio entre jovens negros e brancos de 15 a 17 anos de idade, mas esses números estão aquém do desejável, pois apenas 56% dos jovens negros e 63% dos brancos estavam frequentando o Ensino Médio em 2013. Quanto à conclusão dessa etapa do ensino também se percebe a desigualdade, pois entre os negros o percentual de conclusão era menor que entre os brancos. No Ensino Superior a taxa líquida de escolaridade era de apenas 11% da população negra na faixa etária de 18 a 24 anos que frequentava o ensino superior em 2013, enquanto que para a população branca a taxa era de 24%. Em síntese, na década analisada (2003 a 2013), período em que as desigualdades raciais tiveram mais visibilidade no debate público, observamos que a frequência ao Ensino Médio apresentou diminuição na desigualdade entre jovens brancos e negros, enquanto que os índices de conclusão revelaram que a desigualdade mantém-se significativa entre os dois grupos. Políticas Afirmativas.Abstract: High School in compliance with Constitutional Amendment nº 59/2009 which has made compulsory education of children and juveniles from four to seventeen years old, became a mandatory step with expansion of basic education schooling. However, specialized bibliography had reported about educational inequality between black and white people which increases progressively in the highest education steps. It was made a bibliographic research of academic production from 2009 to 2013 about racial relation on High School in Brazil. An overview of the results presents data about forms of discrimination present in many scholar units, although it has limited extent to the analysis of admission and conclusion indexes. Due the gap in the available researches, the objective of this survey was designed, which is to analyze the admission and conclusion index of black and white High School students from public school of Metropolitan Region of Curitiba (MRC) in 2003, 2008 and 2013, and the transition from High School to College. To admission and conclusion of black and white High School students from MRC data collection it was used educational variables, separated by color or race, from the data bank of Sample by Residence National Research (PNAD) from years 2003, 2008 and 2013. In relation to transition from High School to College, we investigated, besides PNAD, variables from data bank of the survey of High School National Exam (Enem) from 2013, which was related with the High School conclusion and the reasons why to participate of this exam, separated by color or race. It was used the software SPSS (Statistical Package for the Social Sciences) to treatment of PNAD micro data and Enem. The results observed from analyzed PNADs show growth of education liquid rates on High School between black and white young students from 15 to 17 years old, but these numbers are under the desirable, because only 56% of black young students and 63% of white were attending High School in 2013. In relation to the conclusion of this education step, there is also inequality, because between black students the conclusion percent was smaller than between white students. On college education, the schooling liquid rate was only 11% of black population between 18 and 24 years old that was attending university in 2013, while for white population the rate was 24%. A synthesis of the analyzed decade (2003 to 2013), period in which the racial inequalities were more visible on public debate, we observed that High School attend showed decrease on inequalities between black and white young students, while conclusion index reveals that inequality keeps significant between these two groups.
