This research has its' main goal to verify the implementation level of the priorities listed through the participatory budgeting in the city of João Pessoa budgeting law, the participatory budgeting is a democratic process where people may discuss and decide about budgeting and public policies, electing the main needs and check the use of public money by managers, also helping in the goal plan and helping to reduce the existent corruption that we have in this country. City Hall of João Pessoa is the object of this study and the time of the data had to be restricted to the year of 2015 due to its' availability. The study was based in participating of participatory budgeting meetings to gather information and be aware of how it works, to that way, analyze data related to governmental actions extracted from city demonstratives provided by City Hall of João Pessoa. Finally, the actions values identified in the QDD and listed in the participatory budgeting were confronted to the total budgeting values. As a result, it can be concluded that the participatory budgeting in the city of João Pessoa is having a successful reality. The work verified that of the 129 demands pointed out by the population, 125 demands were covered in the LOA, which represents a very effective participation. It was also observed that, among the budgetary functions, a large part of the resources were allocated to the urban planning function, nevertheless, most of the actions focus on the health and housing functions, corresponding to a percentage of 50.76% of the total OP. Finally, the functions that had the least value of resources destined were the work and sports and leisure functions, since these are only maintenance demands. In sum, the Participatory Budget presents itself as an excellent tool for inclusion and linkage between public administration and civil society. It can’t be seen as a formula for solving all social problems, but as an instrument of great importance to the exercise of popular citizenship and the consolidation of democracy.
