This undergraduate thesis aims to carry out a comparative analysis of the prices of inputs used in the construction of social technologies under the Cisterns Program in the states that make up the Brazilian semi-arid region. The research adopts a mixed-methods approach, combining a literature review on water scarcity and rainwater harvesting technologies with a quantitative survey of prices from the National System of Costs Survey and Indexes of Construction (SINAPI). Two cistern models, 16 m³ and 52 m³, were analyzed using the ABC Curve to identify the most significant cost-driving inputs. The results revealed considerable price variations among states, highlighting materials such as cement, sand, and steel as the most impactful. These regional discrepancies emphasize the need for public policies that are more responsive to local specificities. The importance of this study lies in its contribution to more efficient and equitable strategies for implementing social technologies, providing technical insights that guide resource allocation and promote fairer access to water. Thus, the research strengthens the role of the Cisterns Program as a structural public policy and a tool for sustainable development in Brazil’s semi-arid region.
