Summary: | This study aims to analyze underseen effects of the National Pact of Literacy at the Right Age (PNAIC) which had as its main axis the continuing education of literacy teachers. PNAIC was a nationwide policy based on the collaborative regime involving the three federated entities. The policy, although formulated by the federal government, was materialized in the municipalities, which eventually had an unanticipated effect on policy formulation: PNAIC literacy teachers, because of their incentives, went in search of more training than just education offered by PNAIC at both undergraduate and postgraduate levels. This has generated symbolic and material effects for municipal management, which will need to deal with these effects locally. This study, based on a broader research, used documentary analysis, interviews with political actors and a statistical survey of data from different years of the School Census on the change in the educational level of literacy teachers in municipal schools from the state of Rio de Janeiro. |

PNAIC fue uma política nacional basada en el régimen de colaboración que involucraba a las tres entidades federadas. La política, aunque formulada por el gobierno federal, se materializó em los municipios, lo que eventualmente tuvo un efecto inesperado en la formulación de políticas: los maestros de alfabetización de PNAIC, debido a sus incentivos, buscaron más capacitación que solo educación ofrecido por el programa a nivel de pregrado y posgrado. Esto ha generado efectos simbólicos y materiales para las administraciones municipal, que debem lidiar con estos efectos localmente. Este estudio, basado en una investigación más amplia, utilizó análisis documentales, entrevistas con actores políticos y una encuesta estadística de datos de diferentes años del Censo Escolar sobre el cambio en el nivel educativo de los maestros de alfabetización en las escuelas municipales del estado de Rio de Janeiro.O presente estudo tem como objetivo analisar efeitos não previstos do Pacto Nacional pela Alfabetização na Idade Certa (PNAIC), que tinha como eixo principal a formação continuada de professores alfabetizadores. O PNAIC foi uma política de âmbito nacional baseada no regime de colaboração envolvendo os três entes federados. A política, embora formulada pelo governo federal, era materializada nos municípios, o que acabou gerando um efeito não previsto na formulação da política: os professores alfabetizadores participantes do PNAIC, por causa de seus incentivos, foram em busca de mais formação para além da formação continuada oferecida pelo programa, tanto em nível de graduação como de pós-graduação. Isso gerou efeitos simbólicos e materiais para as gestões municipais, que precisam lidar com esses efeitos localmente.
