This study aims to analyze how public investment in infrastructure stimulates municipal development, more specifically, evaluates whether the Industrial and Port Complex of Pecém (CIPP) impacts the Municipal Human Development Index (HDI-M) and/or Development Index Municipality (IDM). From the estimation of the differences in differences (DD) model, it was found that the CIPP did not have a significant effect on the HDI-M of the municipalities in the metropolitan region of Fortaleza and of the municipalities that had a greater degree of economic openness at the time of the construction of the CIPP. However, there is a positive effect of the implementation of the CIPP on the IDM. Thus, promoting regional economic development is complex and requires economic dynamism and infrastructure expansion.
