GLOBAL ENVIRONMENTAL GOVERNANCE AND THE BRICS: PROSPECTS AND CHALLENGES FOR A SUSTAINABLE FUTURE AGENDA

Resumo: The environmental problems are in evidence in International Relations, as these issues are, in general, cross-borders and require a combination of actions of different actors in the international system. In addition to the states, there is the increasing participation of international regimes, international organizations, financial institutions, civil society, and for this article, BRICS -. Political grouping formed between Brazil, Russia, India, China and South Africa with therefore, the objective is to analyze the BRICS as an actor potential for strengthening global environmental governance and the emergence of a sustainable common future agenda. This study is justified by the configuration and economically growing countries, holders of an immense global diversity and abundant environmental resources, can provide innovative solutions for protecting the environment. If there is continuation of current development, model, future BRICS will have difficulty maintaining its standards of sustainability, so a joint action is needed. Through a deductive methodology, the article comes from an understanding of global governance on environmental issues to an analysis of the BRICS, projecting it as a potential actor of international Ecopolitics and proponent of a common sustainable agenda, and the reasons by (neo) liberal institutionalism theory.

Além dos Estados, há a ampliação da participação dos regimes internacionais, das organizações internacionais, dos organismos financeiros, da Sociedade Civil e, para este artigo, dos BRICS – agrupamento político formado entre Brasil, Rússia, Índia, China e África do Sul. Com isso, objetiva-se analisar os BRICS, como ator em potencial para o fortalecimento da governança global ambiental e a emergência de uma futura agenda sustentável comum. Esse estudo justifica-se pela configuração de países como economicamente em crescimento, detentores de uma imensa diversidade global e abundantes em recursos ambientais, podendo proporcionar soluções inovadoras para a proteção do meio ambiente. Caso haja continuação do modelo atual de desenvolvimento, futuramente os BRICS terão dificuldades de manter seus padrões de sustentabilidade, por isso uma ação conjunta faz-se necessária.
