O trabalho intensificado e extensificado do professor gestor na Universidade Federal do Oeste da Bahia

Resumo: The growing expansion of vacancies in federal higher education began at the end of the first term of President Luiz Inácio Lula da Silva, after decades of stagnation. Within the scope of the Ministry of Education - MEC, the universities arising from expansion after 2003 are classified as: New (Expand Program), New (Creation by Specific Law between 2012 and 2016) and Supernovas (Creation by Specific Law between 2017 and 2018). In this sense, on June 5, 2013, with Law No. 12,825 (BRASIL, 2013), the creation of the Federal University of West Bahia - UFOB was approved, with the city of Barreiras as its headquarters and the creation of four new Campuses. In view of the expansion investigated, it appears that the professor's available time to teach classes, do research and extension tends to decrease due to the greater workload related to institutional management. in the context of the expanding university, it has developed when professors are performing institutional management activities by occupying management positions, which we call manager professor. In this sense, we also intend to demonstrate in this research that the manager professor is an inexorable part of the university's institutional management, which is one of the pillars of university autonomy, which we understand to be a mandatory requirement for the good development of the university's activities, since they are the teachers who carry out the end activities. The research conducted focused on the Federal University of Western Bahia - UFOB. Knowing the functioning of the university and the official means of accessing the various data sources, whether documents or data from various public databases, we understand that the best methodology for structuring the research would be the case study. Through the data collected, we produced a profile of the professors who were in the institution between its beginning, in the year-period (semester) 2013-1, until the year-period (semester) 2018-2, which is the research clipping. We divided the presentation of data based on the activities developed by higher education teachers, namely: teaching, research, extension and institutional management. After presenting the data, we tried to demonstrate and analyze the process of intensification and extensification of teaching work. We notice then that there is a triad that ends up hovering around the manager teacher in a certain way: Managerialism – Instrumental Rationality – Intensification and Extension of Work. The results show that managing professors, depending on the position they occupy, may have, in addition to the intensification, a greater number of functions performed, having their working hours extended or doubled (80 hours per week), in some cases; and in many cases, an increment of up to fifty percent. Thus, the work proves to be important for the debate on the intensification and extensification of the teaching work of managing professors.

No âmbito do Ministério da Educação – MEC as universidades oriundas da expansão depois de 2003 são classificadas como: Novas (Programa Expandir), Novíssimas (Criação por Lei Específica entre 2012 e 2016) e Supernovas (Criação por Lei Específica entre 2017 e 2018). Nesse sentido, em 5 de junho de 2013, com a Lei Nº 12.825 (BRASIL, 2013), foi aprovada a criação da Universidade Federal do Oeste da Bahia - UFOB tendo como sede a cidade de Barreiras e criação de quatro novos Campi. Diante da expansão investigada, verifica-se que o tempo disponível do professor para ministrar aulas, fazer pesquisa e extensão tende a diminuir em virtude da maior carga de trabalho relacionados à gestão institucional Sendo assim, a presente pesquisa vislumbra entender de que maneira o trabalho docente no contexto da universidade em expansão tem se desenvolvido quando os docentes estão desempenhando atividades de gestão institucional por meio de ocupação de cargos de gestão, o que denominamos de professor gestor. Neste sentido, pretendemos também demonstrar nessa pesquisa que o professor gestor é parte inexorável da gestão institucional da universidade, sendo essa, um dos pilares da autonomia universitária, que entendemos ser um requisito obrigatório para o bom desenvolvimento das atividades da universidade, uma vez que são os docentes que realizam as atividades fim. A pesquisa realizada teve como foco a Universidade Federal do Oeste da Bahia – UFOB. Conhecendo o funcionamento da universidade e por meios oficiais de acesso às diversas fontes de dados, sejam elas documentos ou dados oriundos de diversos bancos de dados públicos, entendemos que a melhor metodologia para a estruturação da pesquisa, seria o estudo de caso. Por meio dos dados coletados, produzimos um perfil dos docentes que estiveram na instituição entre seu início, no ano-período (semestre) 2013-1, até o ano-período (semestre) 2018-2, recorte da pesquisa. Dividimos a apresentação dos dados com base nas atividades desenvolvidas pelos professores do magistério superior, sendo elas: ensino, pesquisa, extensão e gestão institucional. Após a apresentação dos dados, procuramos demonstrar e analisar o processo de intensificação e extensificação do trabalho docente. Notamos então que existe uma tríade que acaba rondando o professor gestor de certa maneira: Gerencialismo – Racionalidade Instrumental – Intensificação e Extensificação do Trabalho. Os resultados dimensionam que professores gestores, a depender do cargo que ocupam, podem ter, além da intensificação maior quantidade de funções desempenhadas, tendo sua jornada laboral extensificada ou dobrada (80 horas semanais), em alguns casos; e em muitos casos, um incremento de até cinquenta por cento.
