A PROBLEM: RESEX PIRAJUBAÉ AND DEVELOPMENT’S CONFLICT IN SOUTH FLORIANÓPOLIS: a Resex Pirajubaé e o embate em torno do desenvolvimento do sul de Florianópolis

Summary: This article aims to verify if the socio-environmental conflicts faced by an extractive reserve in urban area that can demonstrate the existence of different development projects for the same region in the context of the environmental crisis. Methodologically, the article was guided by the qualitative approach, with interpretation by the dialectical hermeneutic perspective, carrying out a case study in the Pirajubaé/SC Marine Extractive Reserve; documental research, and semi-structured interviews with board members of council were carried out. The article analyzed theoretical and practical aspects about extractive reserve and socio-environmental rights protection, considering two processes which serve as a scenario for understanding the conflicts. Therefore, it was comprehended what is hegemonic development model. Finally, it was presented the empirical research results, which showed State’s negligence in the protection of socio-environmental rights and the adoption of a development model that do not recognize traditional community demands and their development perspective.

Realizou-se um estudo de caso na Reserva Extrativista Marinha de Pirajubaé, localizada no sul de Florianópolis, analisando-se os dados de forma qualitativa, através da perspectiva hermenêutica-dialética; realizou-se entrevista semiestruturada com os membros do conselho gestor da referida reserva, assim como pesquisa documental. O artigo abordou aspectos teóricos e práticos sobre reservas extrativistas e a proteção dos direitos socioambientais, analisando o licenciamento ambiental de dois empreendimentos na condição de exemplos de conflitos socioambientais enfrentados pela reserva. Em seguida, compreendeu-se o que se entende por modelo de desenvolvimento hegemônico.
