Decorrente das novas ameaças e riscos com que a União Europeia se tem deparado, diversas iniciativas, parcerias e actividades têm vindo a ser desenvolvidas. De facto, a União Europeia tem dado especial enfoque às regiões que com ela partilham fronteiras, visando essencialmente tratar as questões mais preocupantes na sua origem e fundamentação, abordando-as de uma forma preventiva por forma a mitigar os potenciais efeitos adversos. A região do Magrebe que, pela sua relativa homogeneidade histórico-cultural e religiosa, mas também pela convulsão política, social e económica, à qual se vieram juntar nas últimas décadas os radicalismos de cariz religioso, representa actualmente uma das regiões de maior preocupação para a União Europeia e para o Mundo Ocidental em geral. No presente trabalho, foram abordados os principais factores de Poder em presença na região magrebina, através de um estudo relativamente detalhado da especificidade de cada um dos cinco países que compõem o Magrebe: Argélia, Líbia, Marrocos, Mauritânia e Tunísia. Procurou identificar-se o que os une e separa, retirar as potencialidades e vulnerabilidades que condicionam actualmente o desenvolvimento da região e que, paralelamente, afectam as regiões vizinhas. Adicionalmente, avaliaram-se as principais ameaças, riscos e desafios decorrentes da situação magrebina e a forma como estes se colocam à União Europeia, dedicando especial atenção à questão das migrações e ao desafio por estas colocado, ao terrorismo, e ainda à criminalidade organizada, nas suas vertentes do narcotráfico e da imigração ilegal. Numa fase posterior foram analisadas as principais iniciativas políticas, económicas, sociais e culturais tomadas em relação à região do Magrebe, com especial enfoque para o Processo de Barcelona, que ainda hoje serve de referencial. Paralelamente, identificaram-se noutras iniciativas, tais como a Política Europeia de Vizinhança, a Iniciativa 5+5 ou a mais recente “União Para o Mediterrâneo”, bases para revitalizar e promover as necessárias relações de confiança e cooperação entre as margens Norte e Sul do Mediterrâneo. Por último, foram perspectivados possíveis Cenários de Evolução, que poderão afectar não só a região do Magrebe, mas ainda condicionar e impactar nos padrões de vida da União Europeia. Abstract: Given the new threats and risks the European Union is facing, several initiatives, partnerships and activities have been put in place. In fact, the European Union has been giving particular emphasis to the regions sharing its frontiers, with the aim of dealing with the most critical issues by approaching them in a preventive way and as a means of mitigating possible adverse consequences. The Maghreb region fits exactly this concern due to its relative historical, cultural and religious homogeneity, its political, economical and social instability and, in recent years, the increase of the religious radicalism. Actually, Maghreb currently represents one of the regions of increasing concern to the European Union and to the Western world. In this research, the major power factors present in the Maghreb region were identified based on a detailed study of each of the five countries that integrate Maghreb: Algeria, Libya, Morocco, Mauritania and Tunisia. The identification of the issues that bring them together or set them apart, as well as the identification of the potentialities and vulnerabilities that now influence the regional development and that, in parallel, influence the neighbouring regions, were also a matter concern in this study. Moreover, the most significant threats, risks and challenges arising from Maghreb’s current situation and corresponding impact on the European Union have been evaluated, namely in the form of migrations challenge, terrorism, and organized crime, both regarding narcotraffic and illegal migration. Additionally, the major economic, political, social and cultural initiatives, with a particular focus on the Barcelona Process, which is still a current reference, the 5+5 Initiative and the European Neighbourhood Policy, primer initiatives to cooperation and trustful relationships among both North and South Mediterranean margins were also analyzed. Finally, possible evolution scenarios have been raised which in the future can come to influence not only Maghreb’s region, but also to condition and impact on life patterns in the European Union.
