A Medida de Promoção e Proteção Acolhimento Familiar no Sistema de Promoção e Proteção Português é o tema do estudo. O principal objetivo da dissertação é conhecer as perceções dos especialistas relativamente à implementação do Acolhimento Familiar enquanto medida de promoção e proteção das crianças em risco/perigo em Portugal. A metodologia utilizada foi qualitativa. Foram realizadas entrevistas semiestruturadas a nove participantes e o tratamento de dados foi efetuado através da análise de conteúdo. Os principais resultados desta investigação vão ao encontro da literatura analisada nas diferentes dimensões, no que diz respeito à medida do Acolhimento Familiar. Nomeadamente ao nível do enquadramento jurídico, do contributo das organizações da sociedade civil, as representações relativas ao Acolhimento Familiar, a importância da família, as estratégias que podem potencializar o Acolhimento Familiar e, a importância de todos os intervenientes durante o processo. Quanto às perceções dos especialistas, acerca da implementação do Acolhimento Familiar em Portugal, constatou-se que a legislação não é a condicionante principal, a ela estão inerentes um conjunto de fatores, entre os quais: a implementação da medida na prática, a preferência que é dada ao Acolhimento Residencial, a falta de investimento estatal, o desconhecimento que existe relativamente à medida, a localização geográfica das entidades de enquadramento e a falta de reconhecimento que é dada às famílias de acolhimento. / The Promotion and Protection Measure Family Fostering in the Portuguese Promotion and Protection System is the topic of this study. The main objective of this dissertation is to find out the perceptions of experts regarding the implementation of Family Fostering as a promotion and protection measure for children at risk/in danger in Portugal. The methodology used was qualitative. Semi-structured interviews were conducted with nine participants and data were processed using content analysis. The main results of this research are in line with the literature analyzed in the different dimensions, with regard to the Family Foster Care measure. These include the legal framework, the contribution of civil society organizations, the representations concerning Foster Care, the importance of the family, the strategies that can enhance Foster Care, and the importance of all those involved in the process. As for the experts' perceptions regarding the implementation of Family Friendly Care in Portugal, it was found that legislation is not the main conditioning factor, but that a number of factors are inherent to it, including: the implementation of the measure in practice, the preference given to Residential Care, the lack of state investment, the lack of knowledge about the measure, the geographic location of the supporting entities, and the lack of recognition given to foster families.
