Public choice theory: a neoliberal approach?

Resumo: Public choice theory is an interdisciplinary research programme where a method developed mainly within economics (methodological individualism) has been applied to an object usually analysed within political science and political sociology (interest groups, political parties, electoral systems, bureaucracy, parliamentary decision-making and constitutional analysis). Public choice developed the analysis of «government failures» in opposition to the welfare economics approach to «market failures» and therefore was somehow used by neo-liberal scholars. The central aim of this paper is to clarify the interest of this research programme which is not well known in Portugal although it has an increasing importance. We argue that the neo-liberal approach to public choice (or any other ideological approach) is short-sighted and misleading. The analysis of «government failure» and decision making within democratic regimes does not support necessarily less government but instead better government.

The analysis of «government failure» and decision making within democratic regimes does not support necessarily less government but instead better government..A teoria da escolha pública é um programa de investigação interdisciplinar onde um método desenvolvido sobretudo em economia (individualismo metodológico) tem sido aplicado a um objecto considerado usualmente no âmbito da ciência política e da sociologia política: grupos de interesse, partidos políticos, processo eleitoral, análise da burocracia, escolha parlamentar e análise constitucional. A public choice fundamentou a análise dos «fracassos do governo», em oposição à economia do bem-estar, que desenvolveu a análise dos «fracassos do mercado» e neste sentido foi aproveitada por autores neoliberais. O objectivo central deste artigo é clarificar o interesse deste programa de investigação de tão larga difusão e que é quase desconhecido em Portugal. Em segundo lugar, defende-se aqui que a leitura neoliberal da public choice (ou outra qualquer leitura ideológica) é claramente redutora e incorrecta.
