A cooperação bilateral militar entre Portugal e Espanha

A crise económico-financeira que afeta o mundo e, em particular a Europa, tem originado cortes nas verbas destinadas à defesa militar de vários Estados. Cientes da realidade, tanto a North Atlantic Treaty Organization como a União Europeia, têm-se mostrado preocupados com a realidade, levando a palco várias discussões, de forma a mitigar os efeitos descoordenados dos cortes orçamentais e a encontrar fórmulas de cooperação das capacidades militares entre os seus Estados-Membros. Nesta perspetiva, a North Atlantic Treaty Organization e a União Europeia, lançaram iniciativas de cooperação baseadas no conceito de Smart Defence e Pooling and Sharing respetivamente. Apesar destas iniciativas, alguns Estados Europeus, tendo a noção que se não forem tomadas as medidas necessárias numa forma conjunta e coordenada, podem vir a tornar-se atores irrelevantes e incapazes de contribuir para a sua defesa, tanto internamente, como externamente. Para tal, estes Estados, têm formado parcerias bilaterais e regionais ao nível da defesa militar, principalmente com os seus vizinhos que partilham a mesma visão política e estratégica, de forma a manter as suas Forças Armadas com um padrão aceitável. Nestas parcerias bilaterais, inclui-se Portugal e Espanha, que com a sua a adesão à Comunidade Económica Europeia, e mais tarde com a criação do Concelho Luso-Espanhol de Segurança e Defesa, regulados pela ação dos Estados-Maiores Peninsulares, intensificaram as suas relações militares. Esta relação tem sido materializada pela constante troca de experiências e realização de várias atividades militares em conjunto. Com a crise com que ambos se deparam, e de acordo com as relações existentes entre estes dois países surge a oportunidade de intensificarem as suas relações de cooperação, de uma forma mais próxima e abrangente. Para tal, a exploração de um quadro tipo o Pooling and Sharing Ibérico, torna-se essencial, com as devidas precauções e limitações e sem por em causa a soberania nacional. Deverá ser analisado entre ambos as capacidades, valências, recursos ou estruturas. Estas podem ser combinadas de forma mútua, principalmente as que envolvam grandes investimentos e sejam incomportáveis tanto para Portugal, como para Espanha, adquirirem por si próprios. Abstract: The economic and financial crisis that is affecting the world and Europe in particular, has caused cuts in spending on military defense of several States. Aware of this reality, the North Atlantic Treaty Organization and the European Union, have voiced concern about the reality, leading to stage several discussions, in order to mitigate the effects of uncoordinated budget cuts and to find ways of cooperation in military capabilities among its Member-States. In this perspetive, the North Atlantic Treaty Organization and the European Union, have launched initiatives for cooperation based on the concept of Smart Defense and pooling and sharing respectively. In spite of these initiatives, some European States, having the notion that if they are not taken the necessary measures in a joint and coordinated way, can become actors irrelevant and unable to contribute to its defense, both internally and externally. To this end, these States have formed partnerships to bilateral and regional level of military defense, especially with its neighbors that share the same politic and strategic vision, in order to maintain its Armed Forces with an acceptable standard. In these bilateral partnerships, including Portugal and Spain, that with the accession of both the European Economic Community, and later with the creation of the County Portuguese-spanish Security and Defense, regulated by the action of Headquarters peninsulars, have intensified their military relations. This relationship has been signalled by the constant exchange of experiences and achievement of various military activities together. With the crisis with which both are facing, and in accordance with the existing relations between Portugal and Spain comes the opportunity to intensify its relations of cooperation, of a more closely and comprehensive. For this purpose, the exploitation of a table type the Iberian Pooling and Sharing, becomes essential, with the proper precautions and limitations and without calling into question the national sovereignty. Should be analyzed between both the capabilities, expertise, resources or structures. These can be combined with one another, especially those involving large investments and are intolerable for both Portugal and Spain, acquire by themselves.
