A Força Aérea Angolana na Proteção Civil

A Proteção Civil, enquanto atividade desenvolvida pelo Estado, pelos cidadãos e por entidades públicas e privadas, com a finalidade de prevenir riscos coletivos inerentes a situações de acidente grave, catástrofe ou calamidades, de atenuar os seus efeitos e proteger e socorrer as pessoas e bens quando aquelas situações ocorram, é nos dias de hoje elencada por uma grande parte dos Estados como uma das suas principais preocupações. Como tal, vem inscrita nas suas agendas políticas com elevada prioridade, por força dos efeitos nefastos que geralmente resultam da ocorrência destas situações para a estabilidade, a segurança e o desenvolvimento dos povos, o que requer uma prevenção pensada e adequada, com vista a uma eficaz resposta que permita a mitigação dos efeitos na maior escala possível. As Forças Armadas dos vários países e, em particular, as Forças Aéreas, são muitas vezes chamadas a apoiar as ações de proteção civil, mercê das suas singulares capacidades nas operações de grande envergadura. Este estudo tem como objetivo geral apreciar o modelo existente da participação da Força Aérea Angolana (Força Aérea Nacional - FAN) em benefício das ações de Proteção Civil, procurando deduzir eventuais alterações a introduzir com vista à sua otimização. Tomando como base da investigação o estudo da realidade atual, na sua organização, capacidades, meios e processos, bem como o suporte legal que o enforma, o primeiro capítulo estabelece o ponto de partida, através da identificação de eventuais lacunas passíveis de serem colmatadas com medidas concretas. Considerando seguidamente o que o estudo dos modelos congéneres de Portugal e Brasil poderiam aportar, o segundo capítulo procura referências aplicáveis ao caso angolano, o que permitiu extrair importantes contributos que, após a sua adequada ponderação e adaptação à realidade de Angola, poderão ser suscetíveis de melhorar significativamente valor que as ações da FAN hoje em dia já muito beneficiam a Proteção Civil. Finalmente, na procura de se oferecer contributos concretos para a melhoria do modelo em apreço, o terceiro capítulo adianta as possíveis medidas que, mesmo requerendo um largo período de implementação se entendem adequadas para a otimização do apoio da FAN à Proteção Civil, medidas essas elencadas individualmente no âmbito das conclusões, como corolário da investigação efetuada. Importa sempre reter que tais melhorias, a serem aplicadas, se traduzirão em última análise, em benefício do aumento da qualidade de vida das populações e do progresso do povo angolano, destinatário último da ação da sua Força Aérea. Abstract: Civil Protection, while activity developed by the State, citizens, public and private entities, with the purpose to prevent collective risks inherent to situations of serious accident, disaster or calamity, to mitigate their effects and to protect and assist people and property when those situations occur, have entered in these days, for many State, as one of its main concerns. As such, it comes inscribed in their political agendas with high priority, due to the tremendous effects that often result from the occurrence of these situations, with high impact on the stability, security and the development of populations, thus requiring a proper and thoughtful process of prevention, so an effective response to mitigate the effects to the largest scale possible can be achieved. The armed forces of several countries and, in particular, air forces, are often called upon to support civil protection actions, thanks to their unique capabilities to support large scale operations. This study aims to appreciate the existing model of the participation of the Angolan National Air Force (National Air Force-FAN) in the benefit of Civil Protection actions, looking for any possible amendments that can contribute to its optimization. Starting with the analysis of the current reality, in terms of the organization, capacities, resources and processes, as well as the framing legal support, the first chapter establishes the starting point, through the identification of possible gaps that can be filled with specific measures. Considering then what the study of models like those of Portugal and Brazil could bring in search of solutions, the second chapter seeks references applicable to the Angolan case, and allowed to find important contributions which that, after proper weighting and adaptation to the reality of Angola, can significantly improve the value that the actions of FAN nowadays already bring the national Civil Protection activities. Finally, seeking to offer specific contributions to the improvement of the actual model, the third chapter reveals the measures that, albeit may require implementation for an extended period, are set for optimization of FAN support to Civil Protection, coming listed individually in the conclusions, as a corollary of the investigation done. Such improvements, if be applied, will ultimately result in favour of the improvement of the quality of life of the populations and of the progress of the Angolan people, final recipient, after all, of the action of their Air Force.
