A história do nosso planeta transmite-nos que sempre existiram múltiplos acordos entre os povos por forma a permitir obter dividendos que de outra forma não seriam possíveis. As razões foram várias, desde a económica até à territorial, passando pelas sociais. Atualmente mantém-se tudo da mesma forma, pois continuam a fazer-se acordos por forma a obterem-se benefícios perante os outros que se nos apresentam, seja como adversários, parceiros ou concorrentes. Uma das formas para que se atinjam os objetivos propostos é através da realização de acordos/ligações com quem tem mais em comum connosco (cultura, língua, proximidade, etc…). A maneira de ser dos povos de um modo geral depende sempre das suas origens e muito da forma de dialogar entre eles. Sem dúvida alguma a Língua é e será sempre um fator de grande relevo no entendimento entre os povos, apesar de não ser o único aspeto a ter em consideração. A Língua portuguesa une muitos países a nível mundial, pelas descobertas que foram feitas e pela ocupação dos países descobertos, unindo assim quatro continentes, para além da presença da diáspora portuguesa que consegue estar em todas as regiões. Foi perante esta ótica que surgiu a organização da Comunidade de Países de Língua Portuguesa, que comporta consigo uma história importante e que ao mesmo tempo suporta uma conflitualidade muito peculiar. A formação de uma organização desta envergadura não foi fácil e para se manter ativa têm que ser aumentados os laços fortes de entreajuda, principalmente no que diz respeito à defesa dos seus interesses individuais ou coletivos. Portugal e o Brasil têm uma importância reconhecida no contexto mundial o que pode ter algum relevo nas decisões que são tomadas diariamente por quem detêm o poder no mundo. Temos que perceber se as políticas de defesa desses dois países vão de encontro aos objetivos da Comunidade e se podem ser consideradas concorrentes e em prol do conjunto. Abstract: Our planet history tells us there were always multiple agreements between peoples in order to allow profits not possible to obtain through other means. There were many reasons such as economical, territorial and social ones. Today it remains the same way, in the way those agreements are still made in order to get benefits from others whether they are opponents, partners or competitors. One way to reach the proposed goals is to make arrangements/connections with those who have more in common with you (culture, language, geographical proximity, etc…). Generally the people’s way of being/acting depends on its origins and in a great part on the way they communicate with each other. There is no doubt language is, and always will be, a big issue in the understanding between people, although it is not the only issue to have in consideration. Portuguese language joins many countries all over the world, because of the discoveries made and the occupation of those territories, putting together the four continents in addition to the Portuguese Diaspora presence in all of those continents. It was towards this reality that was built the organization “Comunidade de Países de Língua Portuguesa – CPLP”, which involves an important history and at the same time handles a very peculiar conflituality. The frame of such a scale organization was not easy and in order to keep it in action, the mutual bond has to be increased; mainly on what concerns to individual or collective defense interests. Portugal and Brazil are recognized in the world context as important role players, what may have relevance on decisions made every day by those who have power in the world. We must understand if those two countries defense policies go against the community goals and if they can be considered concurrent and in favor of the organization.
