Medicina Civil e Militar – duas vertentes inseparáveis

A relação entre a Medicina Militar e a Medicina Civil é histórica e íntima. Neste trabalho, procurámos analisar as carreiras médico-militares de forma a melhor harmonizar a capacidade e satisfação dos profissionais de saúde militares, de acordo com as expectativas dos seus pares civis, bem como identificar as melhores formas de complementaridade entre a saúde militar e a saúde civil. Procedemos, também, à análise dos sistemas de saúde militar de outros países europeus. Realizámos um inquérito sobre a temática da carreira a todos os médicos que prestam serviço no Hospital das Forças Armadas do Polo de Lisboa, e, bem assim, entrevistas diretas sobre a carreira e sobre complementaridades entre sistemas de saúde, ao Diretor de Saúde Militar, ao Diretor do Hospital das Forças Armadas e aos Diretores de Saúde dos ramos. Concluímos que a Carreira Médico-Militar tem incongruências geradoras de significativa desmotivação. Verificámos, ainda, que já existem fortes complementaridades entre as capacidades militares e a Medicina Civil, que deverão ser mantidas e incrementadas. Quer quanto às carreiras, quer quanto às interfaces Medicina Militar/Civil, os Sistemas de Saúde Militares estrangeiros têm porfiado por criar uma interpenetração cada vez maior. É precisamente este o modelo que recomendamos. Abstract: The relationship between Military Medicine and the Civil Medicine is historical and intimate. In this work, we tried to analyze the Portuguese medical officer’s careers, as compared to their civilian counterparts, as well as the interfaces between the Portuguese military health system and civilian medicine. We also studied the military health systems of other European countries. We conducted a survey on the career theme, to all the doctors who serve in the Lisbon Campus of the Armed Forces Hospital, and conducted interviews, on career issues and on the complementarities between health systems, to the Portuguese Director of Military Health (Surgeon General), the Director of the Portuguese Armed Forces Hospital and the heads of the health components of the Navy, Army and Air Force. We conclude that the Medical Military Career has structural and technical incongruences, which weigh heavily on motivation. We also found that there are extensive complementarities between the military capabilities and Civil Medicine, which should be maintained and incremented. European Defense Health Systems have evolved to create a growing interpenetration between the military and civil components of society. This is precisely the model that we recommend for Portugal.
