Portugal, a sua geografia e os seus interesses inseridos no âmbito de uma Política de Defesa Nacional

Neste estudo, foi empregue o método científico, com recurso ao modelo dedutivo para se encontrar resposta ao problema em análise consubstanciado na questão central “Em que medida, nos últimos três anos, o acervo conceptual e as acções desenvolvidas por Portugal nas fronteiras de segurança e defesa, económica e cultural traduziram a salvaguarda dos interesses nacionais decorrentes ou referidos no CEDN?”. O estudo está organizado em quatro partes dotadas de um encadeamento lógico: na primeira, revisitam-se a História nacional e o traçado das fronteiras dela decorrentes; na segunda, caracteriza-se o Sistema Político Internacional, assim como o papel e as possibilidades no mesmo do Estado, particularmente, o pequeno Estado, e dentro deste, de Portugal; na terceira, o Conceito Estratégico de Defesa Nacional (CEDN) constitui-se como objecto das preocupações quer do ponto de vista do método, quer na perspectiva do processo; por último, identificam-se os interesses de Portugal nas fronteiras sistematizadas e procura-se analisar as principais acções conduzidas pela componente actividade da política, materializada pela Política de Defesa Nacional (PDN), conducentes à realização dos primeiros. Conclui-se que as acções desenvolvidas por Portugal nos últimos três anos nas fronteiras sistematizadas traduziram, parcialmente, a salvaguarda dos interesses nacionais decorrentes do CEDN. Em complemento, apresentam-se alguns contributos para a condução da PDN do país. Abstract: In this study a scientific methodology was used, resorting to a deductive model to find an answer to the problem in analysis summed up in the main question “To what extent, in the last three years, have the conceptual collection and the actions developed by Portugal in the security and defence, economical and cultural borders translated the safeguard of the national interests emerging from or referred to in the CEDN?”. The study is organized in four parts according to a logical sequence: in the first one, the national History and the borders location resulting from it are reviewed; in the second part, the International Political System is characterized, as well as the role and the potential, within it, of the State, particularly small States, such as Portugal; in the third part, the Strategic Concept of National Defence is the object of concern from the point of view of the method, as well as of the perspective of the process. Lastly, the interests of Portugal are identified within the systematized borders and an analysis of the main actions driven by the politic component activity is made, materialized by the National Defence Policy, conducive to the accomplishment of these interests. It is concluded that the actions developed by Portugal in the last three years within the systematized borders partially accomplished the safeguard of the current national interests emerging from the CEDN. In addition some contributes to the guidance of the National Defence Policy are presented.
