A Organização das Nações Unidas (ONU), desde a sua criação em 1945, tem recorrido às intervenções humanitárias, de modo a garantir a proteção humanitária global. Contudo, no decorrer do século hodierno, as Nações Unidas têm lidado com novos desafios e ameaças inesperadas na arena internacional. Neste sentido, a presente investigação visa avaliar a eficácia da resposta da ONU aquando intervenções humanitárias no século XXI e interpretar os seus poderes e limitações de atuação relativamente a esta temática. Para tal, através de uma observação documental e leitura bibliográfica, aplicou-se um estudo comparativo entre os casos da invasão do Iraque em 2003 e da intervenção na Líbia em 2011. Paralelamente, nesta dissertação, para se compreender melhor o papel das Nações Unidas aquando intervenções humanitárias na arena global, as perspetivas teóricas da Escola Inglesa foram aplicadas. O principal argumento desta investigação incide sobre o facto de a ONU desempenhar um papel fundamental no que concerne as intervenções humanitárias, porém, os interesses nacionais dos Estados-membros permanentes da organização sobrepõem-se muitas vezes aos objetivos de proteção humanitária, condicionando a sua total eficácia nesse sentido; Abstract: Humanitarian Interventions and the UN role: The cases of Iraq (2003) and Libya (2011) Since its creation in 1945, the United Nations (UN) has resorted to humanitarian interventions in order to guarantee global humanitarian protection. However, over the course of today’s century, the UN has been faced with new challenges and unexpected threats in the international arena. In this sense, this research aims to evaluate the effectiveness of the UN’s response to humanitarian interventions in the 21st century and determine its strengths and limitations regarding this theme. To this end, based on documental observation and bibliographical reading, a comparative study was applied between the cases of the invasion of Iraq in 2003 and the intervention in Libya in 2011. At the same time, in this dissertation, in order to better understand the actions of the United Nations regarding humanitarian interventions in the global arena, the theoretical perspectives of the English School were applied. The main argument of this research focuses on the fact that the UN plays a fundamental role in humanitarian interventions, however, the national interests of the permanent Member states of the organisation often override the objectives of humanitarian protection, limiting its total effectiveness in this sense.
