Decorrente das leis estruturantes da Defesa Nacional e das Forças Armadas incumbe, a estas, executar um leque alargado de missões, pelo que se torna necessário dotá-las das capacidades necessárias para as desempenharem de forma cabal. Compete ao CEMGFA planear, dirigir e controlar a execução da estratégia da defesa militar em que assume papel importante o de elaborar o projecto de objectivos de força nacionais, o seu planeamento, e a coordenação da atribuição de recursos associados. A situação geoestratégica internacional tem sofrido mudanças significativas ao longo das últimas duas décadas, que despoletaram necessariamente processos de mudanças a todos os níveis, e é nesta óptica que a prospectiva toma relevância. Sendo uma metodologia que pretende olhar para os cenários possíveis a longo prazo, o seu uso é utilizado na tomada de decisões em várias áreas de actividade. Permite não só apontar para as necessidades e meios como para “dar alerta” para desvios a cenários previamente expectáveis e cuja alteração pode, ou deve, induzir alterações a decisões ou modalidades de acção já implementadas ou existentes. Este estudo, utilizando a metodologia hipotético–dedutiva, inicia-se com a apresentação dos principais factores que influenciam a estratégia militar, tanto em termos de enquadramento internacional e as áreas de interesse de Portugal, como o contexto internacional em que se desenvolvem, é feita uma breve abordagem quanto à importância dos meios, e em seguida é referida a estrutura actualmente prevista com envolvimento no planeamento estratégico, organização e relações, salientando-se a DIPLAEM que tem atribuída na legislação a função de desenvolver a prospectiva estratégica militar. Depois é efectuada uma análise à metodologia prospectiva, seu desenvolvimento histórico, funcionamento e adequação bem como às necessidades de organização que a sua implementação possa requerer ou faz apelo. Segue-se uma análise a algumas soluções adoptadas ou avaliadas pela NATO, pela EDA, e por alguns países como a França, a Espanha e a Holanda, na abordagem a este assunto. Por fim é apresentada uma proposta de funcionamento e implementação da metodologia a seguir, bem como das bases para organização e seu funcionamento, de forma a desenvolver a análise prospectiva no apoio e fundamentação à tomada de decisões estratégicas quanto a capacidades militares. Abstract: According to the main laws on the National Defence and the Armed Forces, these have the commitment of executing a broad range of missions, and thus it is necessary to provide them the necessary capabilities so they can perform their mission. The Joint Chief of Staff has the responsibility to plan, direct and control the execution of the military defence at the strategic level, where the national forces goal document the is an important reference, with the planning and coordination of the necessary resource allocation. The international strategic situation has seen significant changes through the last two decades, that triggered the transformation processes at all levels, and this is where prospective takes an important role. This is a methodology that looks into possible long term future scenarios and it has been used as a support of the decision process at different areas of activity. It allows not only to point to the needs and means but also to signal changes to the previously expected scenarios, and thus to the changes on decisions or courses of action already implemented. This study, making use of the deductive methodology, starts with the main factors that influence the military strategy, both in terms of the international situation and the areas of interest to Portugal and the international context where they take place. It addresses a brief reference to the importance of the material means necessary to provide capabilities, followed by the description of the current structure involved in the strategic planning, its organization and relationships, where the planning division (DIPLAEM) has the responsibility to conduct the prospective military strategy. An analysis of the prospective methodology is then conducted, its historic development, structuring and adequacy to the organization, as well as the requirements to implement in an organization. It is followed by an analysis to some solutions already implemented or evaluated on this area in NATO, EDA, and some countries such as France, Spain and the Netherlands. In the final part, a proposal for the implementation of the methodology is presented, with the basis for an organizational structure and its working relations, in order to develop and proceed with the prospective analysis in support of the necessary strategic decisions related with the military capabilities.
