Brasil, o despertar do «gigante» sul-americano

O Brasil surge na actual conjuntura internacional como uma potência emergente, podendo vir a ser neste século uma das grandes potências mundiais. O presente trabalho analisa a realidade geopolítica e geoestratégica do Brasil e identifica as capacidades que lhe permitem alcançar um lugar de destaque no actual quadro internacional. O método científico empregue nesta investigação recorre ao modelo hipotético-dedutivo para se encontrar resposta ao problema em análise, sintetizado na questão central: “De que forma o Brasil se pretende afirmar como um actor proeminente do Sistema Político Internacional?” Organizado em cinco partes providas de um encadeamento lógico, o estudo iniciase com a introdução ao tema, a definição do problema e do método empregue para a sua resolução e a sua delimitação. Seguidamente, face às teorias geopolíticas e à análise sucinta do seu potencial estratégico em termos de potencialidades e vulnerabilidades, enquadra-se o Brasil no actual Sistema Político Internacional. Analisando as suas políticas económica, externa e de defesa, conclui-se da possibilidade destes serem empregues na sua afirmação internacional. De forma a identificar-se os actores mais importantes ao Brasil nas esferas regional e mundial, analisaram-se as suas relações externas. O maior país lusófono e quinto país do mundo em território e população, assenta a sua unidade nacional na língua e na cultura. Maior país da América do Sul e actual décima economia mundial poderá vir a constituir em 2050, com a Rússia, China e Índia (BRIC), o maior grupo económico do mundo. Por outro lado, o Brasil apresenta internamente grandes desigualdades sociais, violência e corrupção política. O Brasil possui todos os atributos de poder para se evidenciar como a actual potência regional sul-americana e como grande potência mundial a médio prazo, caso as tendências de evolução se mantenham. A economia é o pilar mais estável da política do Brasil, proporcionando autonomia estratégica ao país nos organismos internacionais de comércio, desenvolvimento e segurança, permitindo que ele se possa constituir como potência militar. A prioridade das relações internacionais do Brasil vai para os vizinhos, a fim de garantir pela integração regional, uma plataforma de poder que o projecte no mundo. Aqui os parceiros principais são os EUA, a UE, o Japão e os restantes BRIC. Ciente do seu potencial na região e no mundo, o «gigante» sul-americano procura assumir naturalmente e sem conflitualidade, o papel de líder da América do Sul e o de futura grande potência mundial. Abstract: Brazil emerges in the international juncture as an emerging power, and could become in this century as one of the major world powers. This essay examines Brazil’s geopolitical and geostrategic reality and identifies the capabilities that allow it to achieve a prominent place in the current international framework. The scientific method used in this research applies the hypothetical-deductive model to find an answer to the problem under analysis, synthesized in the central question: “In which way Brazil wants to assert itself as a prominent actor of the International Political System?” Organized in five parts provided with a logical sequence, the essay begins with an introduction to the theme, the definition of the problem and the method used for its solving, and its delimitation. Then, it is followed by the geopolitical theories and the brief analysis of its strategic potential in terms of strengths and vulnerabilities that allows us to picture how Brazil is inserted in the current International Political System. Analyzing it’s economic, foreign and defense policies, it concludes on the possibility of their employment in its international affirmation. In order to identify the most important actors to Brazil in global and regional levels, its foreign relations were also analyzed. The biggest Portuguese speaking country and fifth largest country in the world in territory and population, its national unity is based on language and culture. Largest country in South America and the tenth current world economy it may become in 2050, along with Russia, China and India (BRIC), the largest economic group in the world. On the other hand, Brazil has great internal social inequalities, violence and political corruption. It also has all the attributes of power to be able to show as the current South America regional power and major world power in the medium term, if the trends of development remain. The economy is the most stable pillar of the policy of Brazil, providing strategic autonomy to the country in the international trade, development and security and allowing that it will be as a military power. The priority of the international relations of Brazil is oriented to its neighbors, in order to ensure by the regional integration, a platform for projecting power in the world. Here, its main partners are the U.S., EU, Japan, and the other BRIC. Aware of its potential in the region and in the world, the South American «giant» demands to assume naturally and without conflicts, the role as South America leader and as an upcoming great world power.
