A Nigéria enquanto factor incontornável para Portugal no campo energético e para alguns países da CPLP na esfera político-militar

O presente trabalho centra-se na Nigéria, em Portugal, Angola, São Tomé e Príncipe e na Guiné-Bissau, estes últimos enquanto membros da Comunidade dos Países de Língua Portuguesa (CPLP). Versa sobretudo o modo como a Nigéria é um factor incontornável para Portugal no campo energético, designadamente para a estratégia portuguesa de diversificação de fornecedores energéticos, estratégia que visa reduzir a insegurança energética de Portugal. Adicionalmente, esta investigação disserta sobre a influência político-militar nigeriana em alguns países da CPLP e como Portugal tem praticado uma política de cooperação técnica e militar com os países africanos da CPLP que visa a criação duma capacidade própria de defesa e segurança, capaz de se impor a influências externas. Em relação à metodologia e apesar das dúvidas e hesitações iniciais existentes em todas as investigações, procurámos encontrar uma direcção, tão clara quanto possível, para assegurar a coerência do trabalho, o que nos levou a definir a seguinte questão central: Qual o contributo energético Nigeriano para Portugal e como é percebida por Portugal a influência política e militar da Nigéria no âmbito dos países da CPLP? Ao procurarmos várias vias de análise realizámos uma pesquisa documental e bibliográfica e entrevistas a instituições, empresas e individualidades com reconhecido conhecimento da matéria. Entre outras conclusões, o TII aponta para o facto da Nigéria ser um factor incontornável para Portugal no campo energético, pois actualmente é um fornecedor importante de gás natural e ainda muito recentemente forneceu a Portugal petróleo. Relativamente à esfera político-militar o trabalho conclui que a influência nigeriana nos países africanos da CPLP só é sentida indirectamente por Portugal, via CPLP. Adicionalmente, o TII apresenta algumas recomendações que permitam potenciar a relação bilateral Portugal-Nigéria. Abstract: This paper focuses on Nigeria, Portugal, Angola, Sao Tome and Principe and Guinea-Bissau, the latter as members of the Community of Portuguese Language Countries (CPLP). Versa especially the way Nigeria is an essential factor for Portugal in the energy field, namely for the Portuguese strategy of diversification of energy suppliers, which aims to reduce Portugal's energy insecurity. Additionally, this dissertation research on the influence of Nigerian political and military in some countries of the CPLP and how Portugal has practiced a policy of military and technical cooperation with African countries of the CPLP is underway to create a capability of its own defense and security, able to oppose external influences. Regarding the methodology, despite the initial doubts and hesitations in existing all investigations, we tried to find a direction, as clear as possible, to ensure consistency of work, which led us to define the following question central: What is the Nigerian energy contribution to Portugal and how is perceived by Portugal the political and military influence of Nigeria in the countries of the CPLP? While pursuing various avenues of analysis we conducted a literature and document research and interviews with institutions, companies and individuals with recognized knowledge of the matter. Among other findings, the TII points to the fact that Nigeria is an essential factor for Portugal in the energy field because it is currently a major supplier of natural gas and has recently provided the oil to Portugal. With regard to the politico-military work concludes that the Nigerian influence in African countries of the CPLP is felt only indirectly by Portugal, through the CPLP. Additionally, the TII has some recommendations that will enhance bilateral relations, Nigeria-Portugal.
