O Ambiente Operacional é um sistema dinâmico e influenciado por factores diversos, de onde se salientam a população e a ameaça. Com o início do novo século e os atentados do 11 de Setembro de 2001 nos Estados Unidos da América, o Mundo viu despontar uma nova tipologia de ameaça, sendo as forças militares da Organização do Tratado do Atlântico Norte, da União Europeia ou sob a égide da Organização das Nações Unidas arrastadas para uma nova dinâmica de conflitos, os quais decorrem em Ambientes Operacionais com novas características. A incerteza, a proliferação de actores não-estatais, a urbanização, a população no epicentro do conflito e a existência de ameaças adaptativas e que se misturam com a população são algumas características marcantes do Ambiente Operacional da actualidade e com o qual as forças militares se têm que confrontar. Consequência deste Ambiente Operacional actual, surgiu uma nova geração de Operações de Apoio à Paz, em que as forças militares se vêem obrigadas a desempenhar as tarefas inerentes ao referido tipo de Operações, mas também a conduzirem operações de combate contra insurgentes cada vez mais organizados e que utilizam meios de sofisticação crescente. Perante este cenário torna-se essencial a implementação de medidas de Protecção da Força de forma a salvaguardar os meios humanos e materiais necessários ao cumprimento da missão. Mas o equilíbrio entre as medidas de Protecção da Força e o cumprimento da missão é instável, constituindo-se por vezes essas medidas como constrangimentos ao cumprimento dessa mesma missão. O caminho a seguir passa pela conjugação de medidas activas de protecção com capacidades ofensivas, retirando margem de manobra ao adversário e dificultando a sua acção junto da população, fonte essencial de apoio e recrutamento. Só desta forma as medidas passivas de protecção serão exponenciadas, incrementando a Protecção da Força. Outro factor de extrema importância reside na educação, instrução e treino das forças militares, de modo a que as mesmas desenvolvam a sua cultural awarness, respeitando as idiossincrasias das populações presentes nos Teatros de Operações e, consequentemente, aumentando a Protecção da Força. Só através da consciencialização da importância da Protecção da Força aos níveis estratégico, operacional e táctico poderemos ter forças mais bem preparadas, capazes de responder aos exigentes desafios que o futuro lhes apresenta. Abstract: The Operating Environment is dynamic and is influenced by several factors, from which the population and the threat are very important. With the start of the new century and the attacks of September 11, 2001 in the United States of America, the world saw to emerge a new kind of threat, and the military forces of the North Atlantic Treaty Organization, the European Union or under the auspices the UN dragged into a new conflict dynamics, which result in Operational Environments with new features. The uncertainty, the proliferation of non-state actors, urbanization, population at the epicenter of the conflict and the existence of adaptive threats and blending into the population are some characteristic features of today's Operating Environment and with which military forces have to confront. Consequence of this current Operating Environment, there emerged a new generation of Peace Support Operations, in which military forces are compelled to perform the tasks inherent in the referred type of operations, but also to conduct combat operations against insurgents increasingly organized and using means of increasing sophistication. Against this background it becomes increasingly essential the implementation of Force Protection measures to safeguard the human and material resources necessary for mission accomplishment. But the balance between the measures of protection and performance of the mission is unstable, being sometimes such measures barriers to the fulfillment of that mission. The way forward lies in the combination of active measures of protection with offensive capabilities, removing scope for opponents and hindering its action within the population, main source of support and recruitment. Only in this way the passive measures of protection will be exponentiated, increasing the Force Protection. Another factor of extreme importance lies in education, instruction and training of military forces, so that they develop their cultural awarness, respecting the idiosyncrasies of the people present in the Theaters of Operations and thus increasing the Force Protection. Only through awareness of the importance of the Force Protection at the strategic, operational and tactical levels we can have forces better prepared, able to meet the demanding challenges the future presents to them.
