A gestão de resíduos sólidos urbanos (RSU) é um assunto que tem vindo a ser sujeito a significativas alterações em termos dos respectivos modelos de gestão devido à importância social, ambiental e económica de que se reveste, por um lado, ao significado intrínseco dos conceitos e definições que esses modelos utilizam, por outro. Ao nível municipal, os actuais modelos de gestão de RSU em Portugal ainda não reflectem os princípios e as metas protagonizadas pela União Europeia (UE) nem terão assumido que a responsabilidade da gestão exige o empenho e a criatividade necessários das entidades responsáveis, pelo que é urgente inverter esta situação sob pena dos custos de gestão se tornarem incomportáveis. Este trabalho pretende dar um contributo para um modelo de gestão municipal de RSU que responda às metas de gestão legalmente fixadas de uma forma que possamos considerar sustentável, ou seja, em que cada cidadão seja chamado à responsabilidade de acordo com a resposta que esteja disponível para dar, e que tenha em conta as condições efectivamente disponíveis por parte das entidades gestoras de RSU ao nível municipal e multimunicipal. ABSTRACT: The management of urban solid waste is an issue that has been submitted to significant changes in terms of the waste management models, due to its own the social, environmental and economic insights, on one hand, to the inherent meaning of the concepts and legal definitions that supports these models. At the municipal level, the waste management practices in Portugal had not yet reflected the principles and targets compatible with the goals carried out by the European Union (EU) related to sustainability. These models may also have not yet assumed that the responsibility of the management demands the commitment and creativity required from the responsible entities. Therefore, it is urgent invert this situation or, otherwise, the management costs will become unbearable. This work pretends to contribute to a model for the management of urban solid waste at the municipal level which responds to the targets legally fixed, in such a way that we may consider sustainable. One that calls every citizen to their responsibility, according to the response that is willing to give and that takes in account the real conditions available on the side of the management entities on a municipal and multimunicipal level.
