O presente trabalho tem como objectivo identificar o modelo da Segurança Militar existente no Exército e tendo em vista as alterações actualmente vividas decorrentes, por um lado da ameaça que paira hoje no mundo e por outro lado da transformação em curso no Exército, e propor a adopção de um novo modelo de segurança nas UU/EE/OO do Exército, conjugando a necessidade da redução de efectivos com a utilização de sistemas de segurança electrónicos. Este assunto reveste-se de especial importância, pela sua actualidade, pelo facto de nunca ter sido objecto de um estudo, quer no âmbito do Curso de Estado-Maior, quer no do Curso Superior de Comando e Direcção e essencialmente porque a Segurança Militar é fundamental para preservar a integridade da Instituição Militar, constituindo um elemento chave da sua actuação, reflectindo-se em última instância, na sua capacidade de sobrevivência e valor operacional. O trabalho está estruturado numa introdução, três capítulos, conclusões, propostas e recomendações e anexos. Foi seguida a seguinte metodologia: pesquisa bibliográfica, investigação documental e recolha de dados através da realização de entrevistas a personalidades de relevo na área da segurança militar no Exército, e ainda a responsáveis de Empresas civis de Segurança Privada. Esta foi a base que serviu de apoio para dar resposta à questão central por nós levantada, “Qual o modelo de segurança a implementar nas UU/EE/OO do Exército no futuro?”. No final, concluímos que: • É vantajosa a manutenção de uma célula no EME, vinculada à DIM, para apoio ao CEME; • O Canal Técnico pode-se iniciar numa Unidade dependente do Comando Operacional das Forças Terrestres; • O vector humano é fundamental, embora consideramos de grande auxilio a implementação de sistemas de segurança electrónicos; • A segurança das instalações deve ser garantida, preferencialmente, por pessoal militar, em detrimento de empresas civis de segurança privada, mas proporcionando aos militares a formação adequada. Abstract: The present document intends to identify the existing Military Security within the Army and, while analysing the changes which are currently experienced, whether concerning the imminent threats to the world in our days and the transformation going on within the Army, with the purpose to put forward for consideration the adoption of a new security model in the Army UU/EE/OO (Units/Establishments/Organisms), having in consideration the reduction of military personnel and using electronic security systems This is a matter of great importance, because of its actuality, because it has never been a case study, within a Staff Course or in the Command and Management College Degree and essentially because Military Security is a crucial factor in the preservation of the Military Institution integrity, functioning as a key element in the way the Military Institution acts and reflecting itself upon its survival and operational value capabilities. This document is composed of an introduction, three chapters, conclusions, motions and recommendations and annexes. We used the following methodology: bibliographic research, documental research and data gathering, through interviews to great personalities in the Army Military Security area and to those who are in charge of civil Private Security Enterprises. This was the supporting basis we needed in order to get answers to the main question we pointed out, which is: “In the future, which security model should be implemented in the Army UU/EE/OO? In the end, we reached the following conclusions: • Maintaining a cell in the Army Staff, which is linked to the Military Intelligence Division, in support of the Army Chief of Staff, is beneficial; • The Technical Channel can be initiated in a Unit depending upon the Land Forces Operational Command; • The human element is a crucial one, although we might consider that implementing electronic security systems can be of great utility; • Military personnel, instead of civil private security enterprises, should preferably, assure the facilities’ security. Taking this in consideration, the appropriate training must be granted to the military personnel.
