Porto e Gaia: uma só cidade, um só concelho? - para uma agenda da discussão

A eventual fusão das cidades do Porto e de Vila Nova de Gaia vem sendo aventada em variadas instâncias sem que resulte geralmente de uma forma clara a sistematização do seu pensamento fundamentador, penalizando o aprofundamento da questão. No texto identificam-se e tratam-se três domínios de abordagem do tema que se afiguram como essenciais: a hipotética singularidade das formas de articulação entre as duas cidades, o papel institucional a atribuir à fusão das duas cidades, e a configuração espacial a adoptar na reorganização administrativa decorrente da fusão. Em conclusão procura-se suscitar uma perspectiva de abordagem do tema à luz de uma problemática institucional e territorial mais vasta e integrada. The possible fusion of the cities of Porto and Vila Nova de Gaia has been discussed in several instances. However the organising though that underlies it has not been sufficiently clarified, which results in the superficiality with which the matter has been treated so far. In the text, we have identified three domains which are essential for the subject; the hypothetic singularity of the forms of articulation between the two cities, the institutional role that should be attributed to this fusion, and the spacial configuration to adopt in the administrative reorganization caused by the fusion. To summarize, we try to motivate a different approach of this issue, under the perspective of a vaster and more integrated institutional and territorial problematic.
