As reformas policiais em Portugal e seu impacto na estrutura e eficácia das instituições

Num momento em que a redefinição das questões da estratégia de segurança e defesa nacional assumem uma importância crescente e peso inegável no âmbito das políticas públicas de segurança em Portugal, a realização da presente investigação, de cariz acentuadamente exploratório, teve como principal objetivo, analisar o impacto que a última reforma teve nas duas únicas Polícias (GNR e a PSP) que estão orientadas para o cumprimento integral das funções básicas do Sistema de Segurança Interna - prevenção; ordem pública; investigação criminal e informações. Do ponto de vista teórico, esta investigação contribuiu para o enriquecimento da literatura, evidenciando a importância de se conhecer os contextos e estruturas organizacionais das Forças de Segurança, principalmente quando estão em causa mudanças organizacionais que resultam de fatores externos às Instituições. Além disso permitiu ainda evidenciar que o estudo da polícia e do policiamento hoje envolve necessariamente novos problemas sociológicos e macropolíticos, onde o campo da segurança e da justiça criminal se apresenta em permanente transformação. Ao nível empírico, este trabalho evidenciou que esta reforma assentou numa lógica de diminuição de custos e não considerou as culturas organizacionais distintas, tendo tido no essencial um impacto negativo na estrutura e eficácia da GNR e da PSP, nomeadamente ao originar alguma insatisfação e resistência dos seus membros e mantendo as suas estruturas em sistemas rígidos e burocráticos, dificultando assim a adaptação aos novos desafios das sociedades contemporâneas. Por outro lado, considerando a complexidade dos contextos socioeconómicos pelos quais estamos a passar, procurou-se compreender e evidenciar o modo como as estruturas da GNR e da PSP foram deliberadamente homogeneizadas, comprometendo o modelo dual e desperdiçando as suas capacidades próprias e específicas determinantes dessa diferenciação. No que respeita às implicações práticas, os resultados obtidos neste trabalho permitem sugerir algumas estratégias relevantes que poderão ser utilizadas pelos responsáveis políticos na nova reforma que se avizinha das Forças de Segurança. Abstract: The redefinition of issues of national security and defence strategy are of growing importance and undeniable weight in the context of public security policies in Portugal. The main objective of this exploratory research is to consider the impact that the last reform had on the two Police Forces (GNR and PSP) that are aimed at full compliance with the basic functions of the Internal Security System - prevention; public order; criminal investigation and information. Theoretically this research has contributed to the enrichment of the literature, demonstrating the importance of knowing the context and organizational structures of the security forces, especially when one is talking about organizational changes that result from external factors to the institutions. In addition, it allowed to show, that the police and policing study today necessarily involves not only, new sociological problems, but also macro politics, where the security and criminal justice finds itself in permanent transformation. At the empirical level, this work showed that this reform is based on a cost reduction logic and did not consider the two distinct organizational cultures. This reform had a negative impact on the structure and effectiveness of the GNR and PSP. It led to frustration and resistance of its members and kept its structures rigid and bureaucratic, making it difficult to adapt to the new challenges of contemporary societies. On the other hand, and considering the complexity of the socio-economic contexts we face nowadays, we tried to understand and show how the structures of the GNR and PSP were deliberately homogenized, therefore compromising the dual model system. The results obtained in this work recommend relevant strategies regarding security forces, to be used by policy makers in the new reform ahead.
