Externalização da segurança interna e a dimensão interna da segurança internacional

A presente investigação corresponde ao Trabalho de Final de Curso, no âmbito do Curso de Estado-Maior Conjunto 2016-17, tendo como objetivo analisar o contributo da Política Comum de Segurança e Defesa para a segurança da União Europeia, procurando contribuir, através de uma visão integradora dos esforços em curso neste domínio, para o conhecimento empírico e, consequentemente, estimular e potenciar sinergias no quadro da segurança da União Europeia. Seguindo uma estratégia de investigação qualitativa, desenvolvemos o estudo em torno da segurança da União Europeia, perante a necessidade de uma segurança que não seja polarizada em Interna e Externa, mas sim um conceito integrado. Para tal, recolhemos dados com recurso a análise documental, validados por entrevistas, no âmbito do estudo de caso que efetuamos no Sahel. Genericamente, concluímos que o nexo interno/externo potencia a transformação vertical política, entre a coordenação interna e a cooperação externa, tendo a União Europeia recorrido a instrumentos de políticas e de segurança de incidência interna no plano externo através da Política Comum de Segurança e Defesa. Abstract: The current investigation corresponds to the Final Project regarding the 2016-17 Joint Staff Course, with the objective of analysing the contribution of the Common Security and Defence Policy to the European Union security, seeking to contribute, through an integrative vision of the ongoing efforts in this field, to empirical knowledge and, consequently, to stimulate and enhance synergies within the EU security framework. Following a strategy of qualitative reserarch, we develop the study around the security of the European Union, faced with the need for a security that is not polarized in both internal and external, but an integrated concept. To this end, we collect the data using the analysis of documents, validated by interviews, within the case study that we have carried out in the Sahel. Generically, we conclude that the internal/external nexus harnesses the political “vertical transformation”, between the internal coordination and external cooperation, having the European Union appealed to political and security instruments of internal impact externally through the Common Security and Defence Policy.
