The purpose of this work is to analyze the Pedagogical Management System (in Portuguese, SGP), implemented in the municipal network of São Paulo, under the program “Mais Educação São Paulo”, during the Fernando Haddad administration (2013-2016). The analysis was guided by the critical reflection on the limits and possibilities of the SGP to act as a support for school pedagogical registration and monitoring, consistent with the evaluation and management principles foreseen by the said Program. For that, a two-dimensional perspective was adopted: structure and system. The first perspective analyzes how the SGP represents the school structure, considering its constituent elements, the degrees of autonomy configured, in dialogue with the texts of the policy; The second one deals with the inclusion of the SGP in the system of school evaluation activities. The limits and possibilities, although multiple and varied, depend both on the qualities contained in the tool and on the management methods employed, more or less committed to the decision-making power and collective work. The approach to the object has required the establishment of theoretical lenses based on the contributions of Basil Bernstein, especially with regard to the concept of code, understood as a tacitly acquired regulatory principle that selects and integrates relevant meanings, and evocative contexts, applying the concepts of classification and framing. Once these elements were characterized, the transpositions were carried out for the activities of the school's evaluation system, configuring the SGP as a tool for collective activity. The implications and suggestions for school management are based, in the end, on conceptual operators coming from the third generation of Socio-Historical-Cultural Activity Theory (TASHC), especially with regard to the expansive learning as proposed by Yurjo Engëstron
