Resumo em Inglês: This research aims to examine how non-commercial television stations are constituted and maintained in Brazil, seeking to identify criteria that indicate the existence of clientelism and patrimonialism relations in the public field of communication in the State of Santa Catarina (SC). For this purpose, it is used the case study method of the nine non-commercial television stations in Santa Catarina, as well as the method of content analysis of the two noncommercial generators based in the microregion of the Mouth of Itajaí Valley. The research also covers the study of Brazilian broadcasting legislation in order to understand the intentional distortions by which television is exposed in the country, especially with regard to public television. The analysis of these issues is justified by the fact that Brazilian public broadcasting has never been a priority of the government, which has led to the predominance of commercial broadcasters over public channels, making it impossible to create a strong and relevant public television network for all strata of Brazilian population. This work defends the thesis that the non-commercial televisions of the microregion of the Mouth of Itajaí Valley act, in fact, as commercial generators and, contrary to what their grants propose, can not be considered educational. It is concluded that, in the context of Santa Catarina, only TV UFSC can be considered a truly public broadcaster, although broadcasters Furb TV and Unisul TV also provide relevant services to the population. Among the nine broadcasters analyzed, the most serious cases of misrepresentation in the use of the non-commercial concession are in the two non-commercial generators acting in the Mouth of Itajaí Valley, TV Brasil Esperança in Itajaí and TV Litoral Panorama in Balneário Camboriú. In these two, we have identified elements that allow us to infer that there are relations of clientelism and patrimonialism in the creation and maintenance of these channels.
