Resumo: The clusters appear as a response to the crisis of the rigid production model that existed up to the 1970s. In this context, clusters are highlighted in the literature for their ability to collaborate with regional development. Specifically in Brazil, it appeared on the governmental agenda from the mid- 1990s. The general objective of the work was to analyze the conduct of social capital and the local governance of the agents participating in the Cluster of Information Technology of the Southwest of Paraná. In all, a sample of 31 interviewees were selected, being: 03 (three) of Local Governance, 19 (nineteen) Entrepreneurs and 09 (nine) Support Agents present in the three local clusters centers. The study is framed as a descriptive exploratory research, with an analysis based on qualitativequantitative data. In the exploratory phase of the research, we used document analysis and structured interviews, which were performed between November 1 and December 13, 2017. An interview script was elaborated, which made it possible to obtain the necessary information to conduct the research on Social Capital and Local Governance present in the cluster. As results of research, both for Social Capital and Local Governance variables, it was verified that all results presented were low. The variables related to Social Capital have low values in relation to the proposed scale, such as the levels of Confidence, Density, Reciprocity, APL Participation, Density, Reciprocity and Engagement and Commitment. Still in relation to the social capital, it was observed average values for Cooperation, Level of Relationship and Exchange of Information. Regarding the variables of Local Governance, the Coordination Capacity with average value was highlighted. However, the Ability of Articulation, Power or Influence in Conflict Resolution, Transparency in Management, Democratic Practices are presented as low perception by the interviewees. Due to work limitations, it was impossible to interview each of the Support Agents. As a recommendation for future studies, the reapplication of the data collection instruments with the set of agents participating in this productive arrangement is suggested, which may contribute to a temporal analysis on the conditions of social capital and local governance of the cluster.
