Resumo: The accelerated urban growth recorded in recent years has raised concern about sustainable actions in cities. In this context, smart cities are presented as an alternative to the problems encountered in cities where, through innovative actions, Information and Communication Technologies contribute to the creation of a data basis in order to make possible the sharing of important information with the effective participation of the citizen, and that this reflects efficiency in public processes and services. One of the dimensions of smart cities is urban mobility, which is related to the displacement of people and goods in urban space. Currently, there is a massive number of people and vehicles occupying the streets, causing excessive traffic jams, insecurity and accidents, and the attention of the public is important for actions that promote sustainable, innovative and intelligent urban mobility. The objective of this research is therefore to verify how the concepts of sustainability, innovation and intelligence in the cities are inserted in the political agenda of Pato Branco city, especially as regarding urban mobility. In addition, it also seeks to understand the scenario of this city in the context of intelligent and sustainable cities, describing the actions that are linked to the smart city for the municipal administration. For this purpose, this qualitative research has used semi-structured interviews with actors related to the urban mobility policies of the city, as well as documentary analysis. For the treatment of the data obtained, it was used the content analysis method, where it was possible to verify that, through the method of the multiple flows of Kingdon, that the concept of smart city in Pato Branco is a construction of years, with actions between the municipal administration, universities and the private sector. It was also possible to observe that, as far as urban mobility is concerned, municipal administration has been investing in public policies with innovative and sustainable characteristics. However the actions with characteristics of intelligent urban mobility are still quite insipient, although there are future projects that can contribute to the improvement of this important dimension of smart cities, which is urban mobility.
