Resumo: The Technological Incubators of Popular Cooperatives (ITCP's) are significant incentives for the technological innovation development in the weak sectors of the economy. Although recent in Brazil, they had significant growth in the 1990s, with specific goals in the organizational area to create and support projects that invest in various segments of the solidarity economy. The biggest challenge of an incubator is to offer alternatives of occupation and generation of income that guarantee sustainability from the economic, social and environmental point of view. Considering the large number of institutions that have ITCPs in Brazil, and the fact that there are few jobs that deal with their management, the problem questions that guided the development of this research are: what are the main factors that influence and interfere in the strategic management of ITCPs, and how does this management contribute to the sustainability of the projects? It is qualitative research, classified as exploratory-descriptive and prescriptive; as for the means, as a bibliographical and field research. The treatment of the data collected in the semi-structured interviews was affected through the content analysis method. The result of the systematic literature review has identified that the incubator acts strategically with the ventures, which are available physical spaces, legal advice, consultancy, training, among other benefits. Important factors that allow a network of incubator relationships in the incubator, where they can enjoy and exchange information and knowledge. The interviews diagnosed that the interviewed ITCPs are great supporters of the economic solidary enterprise's development, since they develop different ventures of diverse lines of action, even having difficulties with support and financing. Given this, a strategic management model of ITCP was proposed that allow incubated enterprises efficiency and sustainability.
