Governance is the system by which organizations are managed, monitored and controlled. In the context of the public sector, governance, guided by legal and normative instruments, is concerned with aspects such as transparency on the use and administration of public things and accontability of investments transformed into goods and services for society. To guide governance work there are models, frameworks and references, but these instruments often prescribe what needs to be done through a series of processes and activities, but they do not specify a method of how to do it. In front of specificities of the public sector and the lack of practical approaches, this work presents the specification and experimentation of a method of support for Brazilian public governance, through by lean thinking and agility. The proposed method, called LeanGov.BR, is limited to meeting the governance strategy mechanism, more specifically act in the evaluation, driving and monitoring of organizational performance and results. The method LeanGov.BR apply some of the principles, values, practices and tools derived from the Agile and Lean paradigms in the context of governance, inspired by success cases when using this paradigms in the software process and IT Governance. The technological support to the LeanGov.BR method was done by agile task management tool Trello and by a plug-in developed to assist the monitoring of organizational results. The LeanGov.BR method was used and evaluated in a public organization from Brazil judiciary. |
