Resumo: |
The public policies in Brazil has been an important constant during the several stages of government. They have been providing better conditions to several social strata, specially to the low income ones. The handmade fishing is a subsistence way of several coast populations and many of these fishing communities have been benefited by these policies. Starting from this idea, this work aims how public policies have intervened on local development, patterns of consumptions and on the production of fishing communities of Itamaracá Island- PE, focused on Bolsa Familia and Jaguaribe and Pilar communities. To evaluate these impacts and enable this research, it was determined that the fishing communities would be the most appropriate places to apply the surveys. The data were treated using the Propensity Score Matching econometric mode, a method that proposes to compare units of a group affected by the implementation of a particular policy ( group of treatment ), with elements of a group not impacted by the policy under analysis ( group of control ). The analysis and discussion of results were made with SPSS and Stata. The impacts of the analysis category of food security which is one of the indicators of the welfare of the income tranfer, Bolsa Familia, were evaluated more detailed on this dissertation. The conclusions confirm data already pointed by other researches about the difficulties that handmade fishermen have been facing such as shortage fish and the effects of PBF on food security, as evidenced on this dissertation. |
