Resumo: This study aims to evaluate the effectiveness of comprehensive education program PE of state government in the state technical schools. It is based on the concepts of strategic planning and balanced scorecard. From a contemporary perspective, this research refers to changing perceptions in the public with respect to education. The need to renew, linked to the speed at which globalization interfere on the floor of organizations, both private and public, are increasingly present to meet the social demands and modernize the management model adopted by them. In this context, the bureaucratic management model was no longer enough. Public organizations have the need to reduce their spending because of the shortage of financial resources and assess their performance through indicators. Thus created a new management model called New Public Management. The methodology used was based on qualitative approach exploratory using the method of multiple case study research. Data collection was performed through documentary research instruments, direct observation and semi-structured interviews through structured questionnaires within the Balanced Scorecard perspectives. Applied on a 24 sample (twenty four) students, sixteen (16) teachers and administrators, and six (6) Managers, distributed among the four (4) technical schools linked to Regional-Forest Management Centre of Pernambuco as well as in Executive Professional Education Department, who were the objects of study of this research. Empirical data express that human resources realize day by day that the management model, with foundations on the Balanced Scorecard - BSC, adopted by the State Government is having effectiveness in society. Beyond perception, the survey findings also show that BSC adapted to the reality of public organizations becomes an excellent tool for managers to achieve desired results in strategic planning.
