Resumo: Evaluation of the National Education Program in Agrarian Reform (PRONERA) is an essential tool for field education in the areas of agrarian reform. The assessment is from the perspective of the effectiveness of PRONERA, according to the attainment of the goals (efficiency objective) and timeliness procedural (procedural efficiency). It is an assessment process, differing, therefore, the research focused on impact assessment; seeks to consider the immediate impact of the implementation process with users and beneficiaries of public policy. In this dimension this was to identify the degree (successes and problems) of effectiveness of the process as well as the constraints of their successes and blockages. The evaluation strategy proposal is moving in terms of activity, environment, resources and procedures which implement the policy, not at the content of politics itself. In this plan, the strategy focuses on the evaluation process analysis, referring to how the program is being conducted. On the other hand, this is an evaluation strategy typically cutting institutional dimensions that privileges and conditioning factors of success or failure of the driver's seat, from the perspective of political-organizational analysis. It was found that the goals formalized in 20 (twenty) covenants agreed between INCRA and the 5 (five) entities in the period 1998 to 2008 were not met. After analysis of 348 (three hundred and forty-eight) and 222 administrative orders (two hundred and twenty-two) technical advice, we detect non-compliance with the terms set out in work plans, as well as the lack of speedy trial by the INCRA. The program has problems on the efficiency objective, as there were the goals, as well as procedural efficiency and obedience to legal rules (terms of covenants, work plans and legal deadlines), causing losses in the unfolding of Public Policy and the consequent education of the settlers.
