Federative Republic of Brazil sets up a Democratic State of Law, whose legitimacy is based on the recognition of its people. Recognition should not be limited to the right of voting; direct participation is foreseen in article 1st of the Federal Constitution, "All the power comes from the people, who exercise it through elected representatives or directly, according to this Constitution". It is possible to have a lot of rules determining citizens´ participation according to their interest; plebiscite, referendum and popular initiative to propose laws are assured, although very little used in Brazil. The perceptions about Brazilian democracy based on information about the support to the political system and its functioning, opinion and values on individual rights and citizenship, and the perception of the country’s problems were discussed. Popular and organized civil society movements have been the focus of several and intense debates, due to the existence of many gaps that still have been seen nowadays, which need to be settled so that it can provide conditions to exercise their role of taking part of the actions. To be effective and achieve the goals that are proposed by them, essentially being constituted as a space for democratic control and decision of public policies. Councils can be understood as potentialities for the realization of participatory democracy, with prerogatives to deliberate, control and supervise public policies. |
