The objective of the present dissertation, inserted in the "Social Relations and Dimensions of Power" research line, is to analyze the shared management in municipal public education as a reflection of the contemporaneous context, especially through management contracts with Social Organizations and public-private partnerships with economic actors. The method used in the elaboration of this research, far from achieving methodological clearness, nowadays inappropriate, is the hypothetico-deductive. To pursue the proposed goal, the paper is divided into three chapters. In the first, an approach is taken on public administration in the contemporary world, giving a special focus on the administrative reform that took place in the 1990s in Brazil, which transformed bureaucratic management into managerial. In the second, municipal education policies were examined based on the analysis of the State, the federative pact and the division of skills in education, as well as the relationship between education of quality and power relations in Brazil, demonstrating the connection between the subject of study and the research line of the institution. Finally, in the third chapter, the existing relationship between State, civil society and market is evaluated, studying specifically the instruments of shared management chosen in this research, envisaged by the Laws n. 9.637/1998 and n. 11.794/2004, which discipline respectively management contracts with social organizations and public-private partnerships with employers. Besides, at the end, in order to correlate the theoretical study with the practice, the Brazilian experiences of shared management are agreed, exposing the implemented models and the possible adjustments in the partnerships. In conclusion, the creation of these new instruments of agreement comes from contemporary thoughts, rooted in the Brazilian public administration by the Managerial Reform of the 1990s. The later sought, in a synthesized way, a greater articulation of the State, which is the first sector, with the market, second sector, and the non-profit civil society, the third sector. |
