The program Projovem teen opens with Law No. 11,129 of June 30, 2005 to gain a perspective on the important scenario of the National Policy for Youth , where priority is civic education and participatory nature . In this sense the research has focused primarily study the situation of vulnerability of young female teenager Projovem inserted in the city of Barretos. We believe that the inclusion in the labor market or lack of it can contribute to social vulnerability . As listed in the NOB / ITS (2005, p. 18) The social protection welfare is concerned victimization , weaknesses , contingencies , vulnerabilities and risks that the citizen , the citizen and their families face in the course of its life cycle as a result of social impositions by economic, political, and offenses against the dignity humana. the PNAS/2004 addresses the issue of social protection in a perspective of articulation with other policies of the social field that are directed to a structure of rights and guarantees of decent of life. In this sense the NOB / SUAS 2005 and 2012 , reinforces the universalizing character of Public Policy and the centrality of the family , including youth. The methodology used , the hermeneutic-dialectic method , qualitative approach , we believe that such resources allowed a deeper analysis of the speech and faithful subjects interviewed . The Monitoring and Evaluation make up surveillance socioassistencial this in turn is guiding towards the betterment of Program Management and Public Management as a whole in this sense was of paramount importance to foster this discussion
