Resumo: The growing demand for energy resources drives the expansion of pipelines for transportation and distribution of oil and its derivatives networks. The pipelines, because they are works of great extent and cause significant environmental impacts, need to be licensed, and it is mandatory for the preparation of Environmental Impact Assessments (EIA) and Environmental Impact Report (EIR) for its operation. A major focus of these studies is the definition of the areas of influence of the project. Each will have a specific impact measure of prevention, mitigation, control or compensation, depending on the area of influence that is. Remain to be assessed in these studies the significance of impacts, ie, its ability to change the environment in which it lies. Aiming to verify the criteria commonly used to define areas of influence and levels of significance, we sought to analyze 18 EIA / RIMA Brazilian pipelines. There was wide variety of methodologies in such documents, both in terms of conceptualization, as in the development of activities. According to the documentary analysis and still consulting experts in the environmental area, it was considered as essential in defining the area of influence of the criteria relating to impacts, the environmental characteristics and potential oil spill. Regarding the significance of impacts was given the utmost importance to the criteria of magnitude, nature and scope. It is understood that the use of these criteria in licensing pipelines constitutes the main basis for defining areas of influence and significance levels consistent with the preservation of natural resources. The determination of these criteria do not rule out the use of additional, only seeks to direct the work of professionals who work with licensing.
