Mensuração da disponibilização de informações e do nível de interação dos ambientes informacionais digitais da administração municipal com a sociedade

The question about value of using information as competitive differential and critical factor of success both in private and in public dimension has obtained increased distinction. Enterprises and public power are worried about questions related to formation of an information society, aiming to maintain the means of production competitive and, in case of public administrations to improve the society participation on management of the public affair. In this context, the municipal public administrations play a distinctive role due to their proximity with the citizen, their minor complexity, their increased autonomy and also as starting point participating in state and federal spheres. Aiming to propitiate an accompaniment model about availability of information and the interaction with the society by using the resources of Communication and Information Technology, it has been proposed a resultant index of two dimensions: availability of information about the public administration and resources of interaction for obtaining the public services. To identify aspects to be measured by index, it was made a bibliographical research and analysed sites of municipal town hall of different sizes and characteristics (population and investment power) that were selected, partly through references found in news diffused by mass media, putting on top differentiated initiatives, and partly by random choice. A view of Information Science was the base for construction work of this measurement model, integrating yet knowledge in areas as Administration and Information Technology among others. 55 functionalities were identified and arranged as viable for any municipality, and among that 34 concerning to availability of information about public administration and 21 concerning to availability of interaction for obtaining public services.
