Resumo: The thematic of inclusive education in the high school context provokes questions about the adaptations that institutions of higher education have developed to promote the accomplishments of students with shortcoming. The research aimed to better understand the current outlook of programs and actions that the state universities of Paraná enplaned to facilitate the inclusion of students with shortcoming in their contexts. A theoretical referential of laws and public policies was built to underlies the lineation of studies that proposed itself as follows: Study 1, in order to collect general and current data on higher education in the state of Paraná and verify data concerning the presence of students with shortcoming in this level of education in that federal unit. Study 2, in order to explain the presence of students with shortcoming In institutions of higher education at Paraná state; identify the initiatives of the Paraná state universities to meet students with shortcoming and provide an overview of the actions and resources of programs/institutional nuclei of the Paraná state universities for the residence of students with shortcoming in higher education. Data collection took place through research on the websites, bibliographic sources and questionnaires with open and closed questions. Constituted the domain of the participating state public universities represented by the figures of two (2) pro-chancellors undergraduate and four (4) institution program's coordinator. The data analysis was performed by combining the use of techniques of information retrieval and content analysis. On the results became evident to be possible to infer that there is in the surveyed universities, initiatives to establish a policy of access and permanence of students with shortcoming, through the institutionalization of programs/nuclei of endorsement that support the implementation of these actions.
