This paper studies the situation of children at social risk and personnel in residential care, with the Postgraduate Program in Social Work, the UNESP, Franca-SP. Is based on the theory of Social Representations of Serge Moscovici (1961) and develop field research with five subjects received by the Municipal Shelter Pamela Silva in the municipality of Paranaíba - MS. The present study managers Shelter and municipal school, technicians and teachers. It is a qualitative research with interviews and using content analysis in the study results. Although historically the evolution of host in Brazil is visible, there is still much to be done in child protection and the fight against revictimization
