This study aimed to make a theoretical reflection on youth as an object of modern government. Through historical and sociological literature, we sought to develop the hypothesis that youth should be understood as a governmental device, that is, as a network of discourses and practices that have political effects on individuals and communities in that normalizes conduct and behavior. In this sense, there was emphasis on the emergence of youth as a scientific research problem. From this hypothesis, presented some contemporary debates produced by the field of Youth Public Policy in Brazil, seeking to demonstrate how this field sets the contemporary form of the device, establishing the specific rights of youth and the policy measures needed to ensure normal integration of young people in social disadvantage to society.
